MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR 

Having carefblly reviewed this application, we agree with the recommendation of the Air 
Force and adopt the rationale expressed as the basis for our decision that the applicant has been 
the victim of either an error or an injustice.  Therefore, under the authority delegated in AFI 
36-2603, the applicant's records will be corrected as set forth in the accompanying Memorandum 
for the Chief of Staff signed by the Executive Director of the Board or his designee.

SUBJECT:  Application for Correction of Military Reco 

Requested Action and Basis for Request.  Restore 8.5 days' leave lost at FY98 year-end 

balancing due to assignment and participation with the Thunderbirds. 

Facts and Discussion.  Applicant had 42.5 days on 1 Oct 97, used 4 days during FY98, 
and had 87 days on 30 Sep 98.  He lost 8.5 days on 1 Oct because under 10 USC 701 members 
cannot carry more than 60 days into the next FY.  He lost 8.5 days due to the Thunderbirds' 
strenuous training and performance schedule.  His commander states that during the 1998 season, 
the applicant was TDY over 200 days during which taking leave was unfeasible.  Further, the 3- 
month training season involved a syllabus with an intensive flying schedule that did not provide 
the applicant with an opportunity to take leave.  We support granting relief because applicant was 
unable to take leave due to the Thunderbirds' demonstration and training season schedules. 

Recommendation.  Restore 8.5 days to current leave account.
