Requested Action and Basis for Request. Restore 8.5 days leave he will lose at FY98
year-end. Applicant states military requirements prevented him from using these days.
Facts and Discussion. Applicant had 39.5 days on 1 Oct 97, earned 30, used 1 day in
FY98, and will have 68.5 days on 30 Sep 98. He will lose 8.5 days on1 Oct 98 because under 10
USC 701 members cannot carry more than 60 days into the next FY. Applicant states he has
been unable to use leave due to Undergraduate Pilot Training, Air Force Water Survival
Training, and Pilot Instructor Training. Commander’s statement indicates applicant has been in
training since May 97 and unable to take leave due to short turn times between training
assignments. In this case, we support granting relief because military training requirements
precluded applicant from taking leave.
Recommendation. Approve restoring 8.5 days to FY99 leave account.
