MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR 
SUBJECT: 

Having carefully reviewed this application, we agree with the 
recommendation of the Air Force office of primary responsibility 
and adopt the rationale expressed as the basis for our decision 
that the applicant has been the victim of either an error or an 
injustice.  Therefore, under the authority delegated in AFI 
36-2603, the applicant’s records will be corrected as set forth in 
the accompanying Memorandum for the Chief of Staff signed by the 

Executive Director of the Board or his designee. &+

SUBJECT:  Application for Correction of Military Records 

Requested Action and Basis for Request.  Reinstate 36 days of leave lost at FY97 year- 

end balancing.  Applicant states he lost leave because his residency program prevented him from 
taking normal leave. 

Facts and Discussion.  AFBCMR 96-02050 dated 3 Jul97 restored 19 days to applicant’s 
1997 leave account.  Therefore, he had 79 days on 1 Oct 96, used 13 days, and had 96 days as of 
30 Sep 97. ’He lost 36 days on 1 Oct 97 because under 10 USC 702(b) members cannot carry 
over more than 60 days into the next FY.  Applicant states that his residency training prevented 
him from taking normal leave.  He requests reinstatement of lost leave based on AFBCMR’s 
rationale for restoring 19 days on 3 Jul97.  At that time, the Board determined that applicant’s 
unique training requirements deprived him of opportunities to take his total earned leave.  We 
support granting relief since the same rationale applies in this case. 

Recommendation.  Restore 36 days to current leave account.
