MEMORANDUM OF CONSIDERATION OF APPLICATION
SUBJECT :

BEFORE THE AFBCMR
Having carefully reviewed this application, we agree with
the recommendation of the Air Force and adopt the rationale
expressed as the basis for our decision that the applicant has
been the victim of either an error or an injustice. Therefore,
under the authority delegated in AFI 36-2603, the applicant's
records will be corrected as set forth in the accompanying
Memorandum for the Chief of Staff signed by the Executive
Director of the Board or his designee.

SUBJECT: Application for Correction of Military Records
Requested Action and Basis for Request. Restore 19 days lost at FY98 year-end
balancing. Applicant states military requirements prevented him from using these days.
Facts and Discussion. Applicant had 60 days on 1 Oct 97, used 11 day, and had 79 days
on 30 Sep 98. He lost 19 days on 1 Oct 98 because under 10 USC 701 members cannot carry
more than 60 days into the next FY. I

Training Unit re-qualification course from 11 May 98 through 25 Sep98. The duration of
applicant’s training course prevented him from taking accrued leave. His commander states that
training regulations do not allow members to take leave during formal training. In this case, we
support granting relief because applicant lost 19 days due to military necessities.
Recommendation. Approve restoring 19 days to FY99 leave account.
