MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

Having carefully reviewed this application, we agree with the
recommendation of the Air Force and a-dopt the rationale expressed
as the basis for our decision that the applicant has been the
victim of either an error or an injustice. Therefore, under the
authority delegated in AFI 3 6 - 2 6 0 3 , the applicant's records will
be corrected as set forth in the accompanying Memorandum for the
Chief of Staff signed by the Executive Director of the Board or
his designee.

SU6JECT: Application for Correction of Military Records
Requested Action and Bask for Request. Restore 8.5 days’ leave lost at FY97 year-end
balancing due to assignment and participation with the Thunderbirds.
Facts and Discussion. Applicant had 38.5 days on 1 6ct 96, was unable to take any leave
during FY97, and had 68.5 days on 30 Sep 97; He lost 8.5 days on 1 Oct because members
cannot carry over more than 60 days into the next FY (10 U.S.C. 701(b)). According to the
USAF Demonstration Squadron commander, the Thunderbirds’ intensive flying schedule
requires 220+ TDY days (during this time period, absolutely no one can take leave). Further,
during the 3-month training season, under a formal syllabus no one can take leave. We support
granting relief because applicant was unable to take leave due to the Thunderbirds’ strenuous
training and performance schedules.
Recommendation. Restore 8.5 days to current leave account.

The AFPC disability office established a 10 Jan 97 separation date after authorizing 20 days processing time and 10 days PTDY and notified the Military Personnel Flight on 12 Dec 96. The leave history shows 5 days leave 16 - 20 Dec 96,20 days PTDY 21 Dec 96 - 9 Jan 97, and a negative leave balance of minus 11.5 days. FACTS: Applicant was involuntarily separated fiom the Air Force on 10 Jan 97 for physical disability under the provisions of AFI 36-3212.
