APPLICANT REQUESTS THAT:

He be awarded the Air Force Overseas Ribbon-Short Tour (AFOR-ST).

APPLICANT CONTENDS THAT:

He should be awarded the AFOR-ST for his tour in Okinawa.

In support of his request, the applicant  provided  documentation  extracted
from his military personnel record.

Applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

The applicant entered active duty on 4 November 1959 in the grade of  airman
basic for a period of four years.

On  7  October  1963,  the  applicant  was  honorably  released  under   the
provisions of AFR 39-14.  He served  3  years,  11  months,  and  4 days  on
active duty.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the AFOR-ST was  not  authorized
until 1981, after the applicant’s separation date.  The  AFOR-ST  ribbon  is
awarded to Air Force and Air Force Reserve members credited with  completion
of an overseas tour on or after 1 September 1980.   Applicant  separated  in
1963 before the AFOR-ST was  authorized,  which  makes  him  ineligible  for
award of the AFOR-ST.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 8 December 2006, the  evaluation  was  forwarded  to  the  applicant  for
review and comment within 30 days  (Exhibit  D).   As  of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted; however, after thoroughly reviewing the  applicant’s  submission  and
the evidence of record there is no indication in  the  applicant’s  military
personnel record  that  he  is  entitled  to  award  of  the  AFOR-ST.   The
applicant’s records indicate he was separated in  1963  before  the  AFOR-ST
was authorized, which  makes  him  ineligible  for  award  of  the  AFOR-ST.
Therefore,  in  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or injustice; the application  was  denied  without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
