APPLICANT REQUESTS THAT:

He be awarded the Republic of Vietnam Campaign Medal (RVNCM).

THE APPLICANT CONTENDS THAT:

He spent more than a week in Vietnam.  His DD  Form  214  does  not  contain
enough information to verify he was in Vietnam.

In support of his request, applicant provides a written list of his TDYs.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air  Force  in  the  grade  of  airman
basic (E-1) on 2 April 1963.  He served as  an  aircraft  mechanic  and  was
progressively promoted to the grade of airman first  class  (E-4)  effective
1 June 1966. Applicant’s records reflect Vietnam service from July  1965  to
August 1965.

On 31 March 1967, he was honorably released from active duty, having  served
3 years, 11 months and 28 days of active duty service of which 6 months  and
26 days were foreign service.  After having been released from active  duty,
he was transferred to the Air Force Reserve for completion of  his  military
service obligation, which occurred on 1 April 1969.

On 24 November  2006,  during  a  records  review,  Headquarters  Air  Force
Personnel Center issued the applicant a DD Form 215, reflecting the  Vietnam
Service Medal (VSM).

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR advises they were able  to  verify  the
applicant’s entitlement to the VSM while serving in Vietnam for  seven  days
in 1965.  However, DPPPR was unable to verify the applicant served 6  months
in Vietnam, nor surrounding areas to be eligible for  award  of  the  RVNCM.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

Applicant responded by stating that he flew in  and  out  of  Vietnam  on  a
regular basis and does not know exactly how many days  he  was  in  Vietnam.
The applicant’s complete response, with attachment, is at Exhibit E.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or
regulations.

2.  The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or  injustice.   The  applicant’s  contentions  are  duly
noted, however, after a careful review of the evidence of  record,  we  find
his assertions, in and by themselves, insufficient to support findings  that
he was entitled to the Republic of Vietnam Campaign  Medal.   Therefore,  we
agree with the opinion and recommendation of the Air  Force  and  adopt  its
rationale as the basis for our conclusion that the applicant has  failed  to
sustain his burden that he has suffered either  an  error  or  injustice  in
this matter.  Accordingly, there is no basis on which to favorably  consider
his request.  We do note, however, that the  Air  Force  office  of  primary
responsibility was  able  to  verify  the  applicant’s  entitlement  to  the
Vietnam Service  Medal  (VSM)  and  issued  the  applicant  a  DD  Form  215
reflecting the VSM.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the
submission of newly discovered relevant evidence not  considered  with  this
application.
