APPLICANT REQUESTS THAT:

His DD Form 214 be updated to reflect any individual or unit  awards  he  is
eligible for while assigned to the  48  Tactical  Fighter  Wing  (TFW),  RAF
Lakenheath, UK, from August 1985 through  June  1990,  and  the  431 Test  &
Evaluation Squadron (TES), McClellan AFB,  CA,  from  June  1990  until  his
separation in March 1991.  He be awarded an oak leaf cluster  or  Air  Force
Overseas Short Tour Ribbon (AFOR-ST) for extending his tour in  the  UK  for
22 months.

In support of his application, applicant  has  submitted  e-mails  from  the
Nellis AFB, NV, Public Affairs Office.

He just found out about these awards while doing an internet search.

STATEMENT OF FACTS:

The AFOR (LT & ST) are  awarded  to  active  duty,  and  Reserve  and  Guard
personnel credited with completion of a long  or  short  AF  overseas  tour.
For personnel who extend their original overseas tour,  only  one  award  is
given for the entire period unless  the  extension  results  in  the  member
being credited with another tour.

Applicant served on active duty from 11 January 1985  until  12 March  1991,
and served a long tour in Lakenheath, UK, from August  1985  to  June  1990,
for which he received the AFOR-LT which is reflected on  his  DD  Form  214.
While at Lakenheath, the 48 TFW was awarded one Air Force  Outstanding  Unit
Award (AFOUA) during applicant’s service  period.   Additionally,  AFPC  has
corrected applicant’s DD Form 214 to reflect his entitlement  to  the  Armed
Forces Expeditionary Medal (AFEM) for  his  participation  in  Operation  El
Dorado  Canyon  in  1986.   There  is  no  evidence  he  performed  In-Place
Consecutive Overseas Tours to  be  eligible  for  additional  overseas  tour
credit.

Applicant served with the 431 TES from July 1990 until his separation on  12
March 1991, during which time  the  unit  received  two  AFOUAs.   AFPC  has
corrected applicant’s DD Form 214 to reflect the AFOUA  with  two  oak  leaf
clusters.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial of applicant’s request for additional  overseas
tour credit since there is no evidence  that  applicant  performed  In-Place
Consecutive Overseas tours.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the evaluation  was  forwarded  to  the  applicant  on  8
December 2006, for review and comment, within 30 days.  However, as of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of  error  or  injustice.   We  took  notice  of  the  applicant's
complete submission in judging the merits of the  case;  however,  we  agree
with the opinion and recommendation of  the  Air  Force  office  of  primary
responsibility and adopt its rationale as the basis for our conclusion  that
the applicant has not been the victim of an  error  or  injustice.   Partial
relief was granted when he was  administratively  awarded  those  individual
and unit awards for which he was eligible; however,  there  is  no  evidence
that applicant performed in-place consecutive overseas tours in order to  be
eligible for award of
another AFOR.  Therefore, in the absence of evidence  to  the  contrary,  we
find no compelling basis to recommend granting the  relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
