APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force Overseas
Ribbon - Short Tour (AFOR-ST).

APPLICANT CONTENDS THAT:
He was assigned temporary duty (TDY) to Guam Air Base Philippines for 179
days and believes this short term assignment to Guam qualifies him for
award of the AFOR-ST.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 24 February 1975 for a
period of four years.
He was discharged with an honorable discharge on 28 February 1985. He had
10 years, and 5 days of total active service.
The AFOR-ST was authorized by the Chief of Staff, United States Air Force
on 12 October 1980. Before 6 January 1986, the ribbon was awarded to Air
Force and Air Force Reserve members credited with completion of an overseas
tour on or after 1 September 1980.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states the AFOR-ST is awarded to Air
Force members credited with completion of an overseas tour on or after 1
September 1980. In addition, to qualify for the short tour, members must
have served 180 days or more in an overseas area. Applicant served on his
overseas tour prior to 1 September 1980 and did not serve the required 180
days or more in the overseas area; therefore he is not entitled to the
award of the AFOR-ST.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25
August 2006 for review and comment within 30 days. As of this date, this
office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, the Board is not
persuaded that his records should be corrected to show he was awarded the
AFOR-ST. We took notice of the applicant's complete submission in judging
the merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and adopt
their rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
