APPLICANT REQUESTS THAT:

His records be corrected to reflect the Air Force Good  Conduct  Medal
(AFGCM), Armed Forces Expeditionary Medal (AFEM), Air  Force  Overseas
Ribbon-Short Tour (AFOR-ST), Air Force Longevity Service Award (AFLSA)
and Small Arms Expert Marksmanship Ribbon (SAEMR) and any other awards
and decorations.

The applicant’s entitlement  to  the  Air  Force  Good  Conduct  Medal
(AFGCM) and Air  Force  Longevity  Service  Award  (AFLSA)  have  been
verified  and  will  be  administratively  awarded;  hence,  no  Board
correction is required.

APPLICANT CONTENDS THAT:

The awards were never issued to him, nor were they annotated on the DD
Form 214 or other service records.

In support of the appeal, applicant submits a  copy  of  his  overseas
assignment orders and a personal statement.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 27  Nov  62  for  a
period of four years.  He was progressively promoted to the  grade  of
airman first class (E-4), with an effective date and date of rank of 1
Feb 66.  The applicant was released from active duty  and  transferred
to the Air Force Reserve (Obligated Reserve Section) on 21 Feb 67.  He
had completed a total of 4 years, 2 months and 25 days on active duty.
 On 26 Nov 68,  he  was  relieved  from  his  Reserve  assignment  and
honorably discharged from the Air Force Reserve.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends disapproval of the applicant’s request  for  the
AFEM, AFOR-ST and SAEMR.

DPPPR states that the AFEM is awarded to members of the United  States
Armed Forces who, after 1 July 1958, have  participated  in  a  United
States military operation and encountered foreign armed opposition, or
were in danger  of  hostile  action  by  foreign  Armed  Forces.   The
applicant  served  in  Taiwan,  from  1965-1966,  and  Taiwan  is  not
recognized as receiving the AFEM during this time period, which  makes
the applicant ineligible for the award of the AFEM.

DPPPR states that the AFOR-ST is awarded to Air Force  and  Air  Force
Reserve members credited with completion of an  overseas  tour  on  or
after 1 September 1980.  The applicant served overseas in 1965,  which
makes him ineligible for the AFOR-ST.

DPPPR states that the SAEMR is awarded to all United States Air  Force
service members who, after 1 January  1963,  qualify  as  “expert”  in
small-arms marksmanship with either the M-16 rifle or  issue  handgun.
They were unable to locate an AF Form 522 in the applicant’s  official
record to verify his entitlement to SAEMR for shooting expert.

DPPPR was unable to verify the applicant’s entitlement  to  any  other
awards and decorations.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
28 Apr 06 for review and response.  As of this date, no  response  has
been received by this office (Exhibit D).

Applicant's complete response is attached at Exhibit E.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for  the  conclusion  that  the
applicant has not been the victim of an error or injustice.  Should he
provide a copy of AF Form 522 to verify his entitlement to  SAEMR  for
shooting expert, the Board would be willing to review his  appeal  for
reconsideration.   Therefore,  in  the  absence  of  evidence  to  the
contrary, we find no basis to recommend granting the relief sought  in
this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
