APPLICANT REQUESTS THAT:
He be awarded the Air Force Overseas Ribbon (AFOR) and the “Combat
Ribbon” [Combat Readiness Medal (CRM)].

APPLICANT CONTENDS THAT:
He was stationed at Ubon Airfield, Thailand, from Dec 70 to Dec 71,
and wants to make his record complete.
The applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
The AFOR was authorized by the Air Force Chief of Staff on 12 Oct 80.
Before 6 Jan 86, the ribbon was awarded to members credited with
completing an overseas tour on or after 1 Sep 80. Members serving as
of 6 Jan 86, or later, are entitled to reflect all Air Force overseas
tours credited during their career.
The CRM was authorized by the Secretary of the Air Force on 9 Mar 64.
It is awarded to members after 1 Aug 60 for sustained individual
combat or mission readiness or preparedness for direct weapon-system
employment. Specifically, a service member must meet the following
criteria: Complete an aggregate 24 months of sustained professional
performance as a member of the USAF combat or mission-ready units
subject to combat readiness reporting; or be individually certified as
combat or mission ready and have maintained individual readiness the
entire period according to a major headquarters, or subject to an
individual position evaluation program according to a higher
headquarters standard.
The applicant enlisted in the Regular Air Force for a period of four
years on 15 Oct 69. According to his performance reports (Exhibit B),
he served as an avionics instrument systems repairman at Langley AFB,
VA, from 15 Oct 69 through 1 Sep 70; at Ubon Airfield, Thailand, from
2 Sep 70 through 30 Jun 71; and at Langley AFB, VA, until 11 Aug 72.
After 2 years, 11 months and 24 days of active service, the applicant
was honorably discharged on 11 Aug 72, for having been diagnosed with
a character and behavior disorder rendering him unsuitable for further
military service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR advises there is no “Combat Ribbon;” there is a CRM.
The term “Combat Ready” is defined as being professionally and
technically qualified in an aircraft crew position in an aircraft that
can be used in combat. The applicant is not eligible for the AFOR
because he was overseas before the ribbon was authorized. The
applicant does not meet the criteria for the requested decorations and
his request should be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 10 Feb 06 for review and comment within 30 days. As of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant awarding the applicant
the AFOR or the CRM. The applicant’s overseas period during 1970-1971
and discharge in 1972 make him ineligible for the AFOR. There is a
CRM but no “Combat Ribbon.” The applicant has not provided evidence
and his records do not reflect that he qualified for the CRM. We
therefore agree with the recommendations of the Air Force and adopt
the rationale expressed as the basis for our decision that the
applicant has not sustained his burden of having suffered either an
error or an injustice. In view of the above and absent persuasive
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought. Our decision, however, should in no way
be construed as a diminishment of the applicant’s military service.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The applicant provided a TDY order dated 19 Aug 70, which indicates on 1 Sep 70 he was scheduled for assignment to Detachment 5, 621st Tactical Control Squadron, Nakhon Phanom, Thailand, for 45 days; with variations authorized; however, there is no evidence that would clearly substantiate his service time in Thailand. The AF Form 11 is an obsolete form that cannot be updated, but the applicant’s 100-mission certificate has been filed in his personnel records as proper credit for the additional combat sorties. Neither the applicant’s records nor his submission provide convincing evidence he was ever recommended for or awarded the AM 4OLC.
