APPLICANT REQUESTS THAT:

His records be corrected to reflect  he  was  awarded  the  Air  Force
Overseas-Short Tour (AFOR-ST) and the  Air  Force  Overseas-Long  Tour
(AFOR-LT) Ribbons.

APPLICANT CONTENDS THAT:

He should receive these  awards  for  his  overseas  tours  from  1955
through 1965.

In support of his request, the applicant provided a  copy  of  his  DD
Form 214s and a statement.

Applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force  (RegAF)  on  4 August
1955, for a period of four years.

The applicant’s Air Force (AF)  Form  7  reflects  the  applicant  was
assigned to Alaska from 24 November 1956 through 23 November 1958.

The applicant was honorably discharged from the AF on 18  August  1965
in the grade of airman second class (A2C).  His DD Form  214  reflects
he served 9 years, 10 months and 17 days of active duty service.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends the requested relief be denied.  They state  the
AFOR-ST and AFOR-LT were authorized for servicemembers  on  12 October
1980.  However, before 6 January 1986, these ribbons were  awarded  to
AF and AFRes members credited with completion of an overseas  tour  on
or after 1 September 1980.  They further state since  the  applicant’s
overseas tours were prior to 1 September 1980, he  is  ineligible  for
these awards.  AFPC/DPPPR informed  the  applicant  in  2002,  of  his
ineligibility for award of the overseas ribbons.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  12
January 2007, for review and response.  As of this date,  no  response
has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice.   We  took  notice  of  the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and the recommendation of  the  Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or  an  injustice.   The
applicant requests he be awarded  the  AFOR-ST  and  AFOR-LT  for  his
overseas tours he served from 1955 through 1965.  The AFOR-ST and AFOR-
LT were authorized on 12 October 1980; however,  prior  to  6  January
1986, Air Force servicemembers were credited  with  completion  of  an
overseas tour on or after 1 September  1980.   The  applicant  is  not
eligible for these ribbons since his overseas period was  prior  to  1
September  1980.   Therefore,  in  the  absence  of  evidence  to  the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
