APPLICANT REQUESTS THAT:

He be awarded the Air Force Good Conduct Medal  with  one  Silver  Oak
Leaf Cluster (AFGCM w/1 SOLC), Air Force  Overseas  Ribbon-Short  Tour
with one Oak leaf Cluster (AFOR-ST) w/1 OLC, Air  Force  Overseas-Long
Tour (AFOR-LT), Air Force Recruiter Ribbon with one Oak  Leaf  Cluster
(AFRR w/1 OLC) and the Air Force Training Ribbon (AFTR).

APPLICANT CONTENDS THAT:

The awards are missing from his DD Form 214, Report of Separation from
Active Duty.

In support of his request, the applicant submits DD Form  214,  Report
of Separation  from  Active  Duty,  and  excerpts  from  his  military
personnel records.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 3  March  1952  and
was progressively promoted  to  the  grade  of  master  sergeant.   He
retired in that grade on  1  April  1978  after  serving  a  total  of
26 years, and 28 days total active service.

The applicant’s records  reflect  award  of  the  Meritorious  Service
Medal, the Air Force Commendation Medal, the National Defense  Service
Medal with Bronze Service Star, the  Small  Arms  Expert  Marksmanship
Medal, AFGCM w/1 SOLC, Air Force Longevity Service  Award,  w/1  SOLC,
and the Air Force Outstanding Unit Award.

AFPC/DPPPR verified the applicant’s  eligibility  to  the  AFGCM  with
three Bronze Loops.  His records will be administratively corrected to
reflect award of this Medal.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the applicant was  awarded
the AFGCM w/1SOLC and the award is annotated correctly on his DD  Form
214.  The AFOR-ST and AFOR-LT both are awarded to Air  Force  and  Air
Force Reserve members credited with completion of an overseas tour  on
or after 1 September 1980.  He retired  from  the  military  in  1978,
which makes him ineligible for both awards.

The AFRR was authorized on 21 June 2000, and authorization to wear the
ribbon  is  retroactive  for  any  individual  who  has   successfully
completed 36 months of duty as an Air Force recruiter and is currently
on active  duty  or  a  member  of  a  reserve  component  as  of  the
establishment date of 21 June 2000.  The AFTR is awarded to Air  Force
service members on completion of initial  accession  training  program
such  as  Basic  Military  Training,  Officer  Training  School,  USAF
Academy, etc, after 14 August 1974.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
23 March 2007, for review and comment within  30  days.   As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
applicant’s submission and the available evidence of record, the Board
was not persuaded that he should be awarded the requested medals.   We
agree with the opinions and recommendations of the Air Force office of
primary responsibility and adopt its rationale as the  basis  for  our
conclusion that the applicant has not been the victim of an  error  or
injustice.  Therefore, in the absence of evidence to the contrary,  we
find no compelling basis to recommend granting the  relief  sought  in
this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of a material error or injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence no considered with this application.
