APPLICANT REQUESTS THAT:
He be issued the Air Force Overseas Ribbon-Short Tour (AFOR-ST), Air Force
Longevity Service Award Ribbon (AFLSA), Air Force Basic Maintenance Badge,
Small Arms Expert Marksmanship Ribbon (SAEMR), Kuwait Liberation Medal-
Saudi Arabia (KLM-SA), Kuwait Liberation Medal-Kuwait (KLM-K) and the
Honorable Service Lapel Button (HSLB).

THE APPLICANT CONTENDS THAT:
He feels he qualifies for these awards and his service record should
reflect his entitlement.
In support of his request, applicant provides a personal statement and a
copy of his DD Form 214.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 15 December 1988 and
performed duties as a vehicle operator/dispatcher. He was progressively
promoted to the grade of senior airman (E-4). The applicant was honorably
released from active duty on 15 June 1992 and transferred to the Air Force
Reserve for completion of his military service obligation. He was credited
with 3 years, 6 months and 1 day of continental service of which 5 months
and 26 days were foreign service.
On 8 February 2007, during a records review, Headquarters Air Force
Personnel Center was able to verify the applicant’s entitlement to the KLM-
K and will update his record to include this award.

AIR FORCE EVALUATION:
AFPC/DPS recommends denial. DPS advises the Basic Maintenance Badge is
only awarded to the Aircraft Maintenance career fields. The occupational
badge for the applicant’s career field was not awarded until 1994, after
the applicant’s discharge; therefore, he is not eligible for the Basic
Maintenance Badge. The AFPC/DPS complete evaluation is at Exhibit C.
AFPC/DPPPR recommends approval for award of the KLM-K and disapproval for
the remaining requested awards. DPPPR advises they were able to verify the
applicant’s deployment to Saudi Arabia, from 29 March 1991 to 25 September
1991. However, the applicant needs to provide official documentation that
verifies entitlement to any of the other requested awards. The AFPC/DPPPR
complete evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 23
February 2007 for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s contentions are duly
noted, however, after a careful review of the evidence of record, we find
his assertions, in and by themselves, insufficient to support findings that
he was entitled to the AFOR-ST, AFLSA, SAEMR, KLM-SA, HSLB and the Air
Force Basic Maintenance Badge. Therefore, we agree with the opinion and
recommendation of the Air Force offices of primary responsibility and adopt
their rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice. Accordingly, there is no basis
on which to favorably consider his request. In regard to the award of the
Air Force Overseas Ribbon-Short Tour, we note that on 8 February 2007, the
Air Force Personnel Center was able to verify the applicant’s entitlement
to the KLM-K and a correction to his records would be accomplished
reflecting this award. Therefore, action by this Board on this portion of
his request is not required.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
