APPLICANT REQUESTS THAT:
His service-connected medical condition, traumatic arthritis, be assessed
as combat-related in order to qualify for compensation under the Combat
Related Special Compensation (CRSC) Act.

RESUME OF CASE
Applicant's request for CRSC compensation was considered and denied by the
CRSC board on 11 Feb 04. His 27 Feb 04 appeal to the AFBCMR was considered
and denied on 25 Feb 05. For an accounting of the facts and circumstances
surrounding his appeal and the Board's decision, see the Record of
Proceedings, with Exhibits, at Exhibit F.
In his most recent submission, applicant reiterates his previous
contentions, provides additional copies of documentation previously
submitted, and documentation which appears to be extracted from his current
civilian and Department of Veterans Affairs medical records. His complete
submission, with attachments, is at Exhibit G.

THE BOARD CONCLUDES THAT:
Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of additional
evidence provided, it remains our opinion that the available evidence does
not support a finding that the service-connected medical condition the
applicant believes was incurred as the direct result of armed conflict,
while engaged in hazardous service, in the performance of duty under
conditions simulating war, or through an instrumentality of war, meets the
qualifying criteria for compensation under the CRSC Act. In the absence of
evidence to the contrary, we find no compelling basis to recommend granting
the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

For hypertension to qualify for CRSC, it must be secondary to diabetes mellitus contracted due to exposure to Agent Orange or presumptive to prisoner of war internment, and this must be stated in the applicable Veterans Affairs (VA) Rating Decision.
