He be awarded the Air Force Overseas Ribbon - Short (AFOR-S).

APPLICANT CONTENDS THAT:

He was discharged on 4 November 1980 and the AFOR-S  was  authorized  on  12
October 1980.

Applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

On 5 November 1976, the applicant enlisted in the Regular Air Force  in  the
grade of airman basic for a period of four years.

On 4 November 1980, the applicant was honorably discharged in the  grade  of
senior airman  under  the  provisions  of  AFR  39-10  (Expiration  Term  of
Service).  He served 4 years of active military service.

The applicant’s DD Form 214 reflects he received the  following  decorations
and citations:  The Air Force Good Conduct Medal (AFGCM) and the  Air  Force
Longevity Service Award (AFLSA) Ribbon.

On 28 February 2005, AFPC/DPPPRA verified  the  applicant’s  entitlement  to
the AFTR.  They indicated  the  applicant’s  DD  Form  214  (Certificate  of
Release or Discharge from Active Duty) would be corrected to  add  the  AFTR
when his case was finalized with the  Air  Force  Board  for  Correction  of
Military Records (AFBCMR).

AIR FORCE EVALUATION:

AFPC/DPPPR indicated the applicant provided  documentation  to  substantiate
his claim for award of the AFTR; however, he is ineligible for award of  the
AFOR-S.  The AFOR-S is credited to service members who complete an  overseas
tour after 1 September 1980.  The applicant’s record indicates he  completed
an assignment with the 6917th Security Squadron, San Vito Air  Base,  Italy,
for the period of May 1977 to November 1978.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 4 March 2005, a copy of the Air Force evaluation  was  forwarded  to  the
applicant for review and response within 30  days.   As  of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.   We  took  notice  of  the  applicant's
complete submission in judging the merits of the  case;  however,  we  agree
with the  opinion  and  recommendation  of  the  Air  Force  and  adopt  its
rationale as the basis for our conclusion that the applicant  has  not  been
the victim of an error or injustice.  The  AFOR-S  is  credited  to  service
members who complete an overseas tour after 1 September 1980.  According  to
the applicant’s military personnel records  there  is  no  documentation  to
substantiate his claim that he is entitled to the AFOR-S.   The  applicant’s
records  indicate  he  completed  an  assignment  with  the  67th   Security
Squadron, San Vito Air Base, Italy, for the period of May 1977  to  November
1978.  Therefore, in the absence of evidence to the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or injustice; the application  was  denied  without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
