APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force Commendation
Medal (AFCM) and the Air Force Overseas Ribbon - Long Tour (AFOR-LT).
Examiner’s Note: The Air Force office of primary responsibility verified
the applicant’s entitlement to the AFCM and will update his records
accordingly. Therefore, only his request for the AFOR-LT remains to be
considered.

APPLICANT CONTENDS THAT:
He was awarded the AFCM after his release from active duty and the AFOR-LT
was implemented after his discharge from service.

STATEMENT OF FACTS:
On 24 Apr 81, the applicant was honorably discharged from active duty in
the grade of sergeant (E-4) for Expiration of Term of Obligated Service.
He served 3 years, 11 months and 28 days of active duty service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial of the applicant’s request for the AFOR-LT.
DPPPR states the applicant completed an overseas tour to Rhein Mein AB,
Germany, from 1977 to 1979. DPPPR notes the applicant’s overseas tour was
completed before the award was authorized for wear in 1980; therefore, he
is ineligible for the award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 13 Apr
07 for review and comment. As of this date, this office has received no
response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence that the applicant is eligible for the award
of the AFOR-LT medal. The applicant does not meet the award criteria as
specified by the Air Force office of primary responsibility; therefore, we
agree with HQ AFPC/DPPPR’s opinion and recommendation and adopt their
rationale as the basis for our conclusion that the applicant has not been
the victim of an error or injustice. The personal sacrifice the applicant
endured for his country is noted and the recommendation to deny the
requested relief in no way diminishes the high regard we have for his
service. Nevertheless, in view of the above, we find no basis to favorably
consider this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
