APPLICANT REQUESTS THAT:

Her records be corrected  to  show  she  was  awarded  the  Air  Force
Training Ribbon (AFTR) and the Air Force  Overseas  Long  Tour  Ribbon
(AFOSR-L).

APPLICANT CONTENDS THAT:

She qualifies for the ribbons according to Form 66, Officer’s, Warrant
Officer’s, and Flight Officer’s  Qualification  Record.   She  further
contends both decorations were established  October 12, 1980,  by  Air
Force Chief of Staff General  Lew  Allen,  Jr.  and  were  retroactive
without restriction.

STATEMENT OF FACTS:

The applicant entered the Regular Air Force as a First  Lieutenant  on
21 June 1952 for a period of three years.

She was discharged with an honorable discharge on 20 June  1954.   She
had 2 years of total active service.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR  states  the  National  Personnel
Records Center suffered  a  devastating  fire  in  1973  and  military
records of military personnel for the period 1912  through  1959  were
destroyed.  Regretfully,  the  documentation  they  received  did  not
contain any additional military service  after  20   June  1954.  They
state the AROSR-L is  awarded  to  Air  Force  members  credited  with
completion on an overseas tour on  or  after  1  September  1980.  The
applicant’s military service ended on 20 June 1954; therefore  she  is
not entitled to the award.  The AFTR is awarded to service members  on
completion of initial accession training  after  14 August  1974.   In
December 1986, the criteria expanded  and  authorized  the  ribbon  to
anyone who was on active duty in December  1986,  regardless  of  when
they completed initial accession training.   The  applicant’s  service
began on 21 June 1952; therefore, she is  not  entitled  to  the  AFTR
either.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
25 August 2006 for review and comment within  30  days.   As  of  this
date, this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
available evidence and the applicant’s complete submission, the  Board
is not persuaded that her records should be corrected to show she  was
awarded the Air Force Training Ribbon (AFTR) or the Air Force Overseas
Long Tour Ribbon  (AFOSR-L).   Considering  the  applicant’s  military
service ended on 20 June 1954 she  does  not  meet  the  criteria  for
either award. Therefore, we agree with the opinion and  recommendation
of the Air Force office of  primary  responsibility  and  adopt  their
rationale as the basis for our conclusion that the applicant  has  not
been the  victim  of  an  error  or  injustice.   In  the  absence  of
persuasive evidence to the contrary, we find no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
