APPLICANT REQUESTS THAT:
He be awarded the Vietnam Service Medal (VSM) and the Air Force
Overseas Ribbon-Long Tour (AFOR-LT).

APPLICANT CONTENDS THAT:
The awards should be awarded for his exemplary service and his tour in
the Philippines.
In support of his request, the applicant submits excerpts from his
military personnel records.

STATEMENT OF FACTS:
The applicant’s records reflect he enlisted in the Regular Air Force
on 20 March 1968. He was progressively promoted to the grade of staff
sergeant. He served a total of four years total active service.
The applicant’s records reflect award of the National Defense Service
Medal, and the Small Arms Expert Marksmanship Medal.
AFPC/DPPRS verified the applicant’s entitlement to the AFGCM. His
record will be administratively corrected to reflect award of this
Medal. His record will also be administratively corrected to reflect
he was assigned to Clark AB, Philippines for 1 year, 4 months and 12
days.

AIR FORCE EVALUATION:
AFPC/DPPRS recommends denial. DPPPR states the Directorate of
assignments verified he served in the Philippines, during his overseas
tour. No Vietnam, nor surrounding areas of Vietnam, service was
verified, which makes him ineligible for award of the VSM. The AFOR-
LT is awarded to Air Force and Air Force Reserve members credited with
completion of an overseas tour on or after 1 September 1980. Air
Force and Air Force Reserve members serving as of 6 January 1986, or
later are entitled to reflect all Air Force overseas tours credited
during their career. His tour was before the authorization of this
award, which makes him ineligible.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he served in the Philippines in direct support of
our troops serving in Vietnam. He was a replacement for airmen who
were killed in rescue attempts when their C-130 aircrafts crashed. He
flew one rescue mission towards Vietnam to help rescue a downed
fighter pilot returning from Vietnam. He believes the 31st Air and
Sea Rescue Squadron was directly involved in the Vietnam air space or
surrounding areas because of that units direct support due to their
mission.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, the Board
was not persuaded that he should be awarded the VSM or the AFOR-LT.
We agree with the opinions and recommendations of the Air Force office
of primary responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, we
find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
