APPLICANT REQUESTS THAT:
He be awarded the National Defense Service Medal (NDSM) and the United
Nations Service Medal (UNSM).

APPLICANT CONTENDS THAT:
His service between 19 June 1959 and 24 June 1966 meets the criteria for
award of the NDSM and his service at Osan Air Base, Korea in 1961 -1962
qualifies him for award of the UNSM.
The applicant has provided no supporting evidence. His complete submission
is at Exhibit A.

STATEMENT OF FACTS:
On 19 June 1959, the applicant enlisted in the Regular Air Force at the age
of 18 for a period of four years in the rank of airman basic (E-1). The
applicant served as a language specialist and was progressively promoted to
the rank of airman first class (E-4) effective and with a date of rank of 1
July 1963. He served tours of duty in Korea from 28 February 1961 through
29 March 1962 and in Alaska from 22 June 1963 through 19 June 1966.
The applicant was honorably discharged effective 24 June 1966. He served
seven years and six days of active duty service, of which four years, one
month and two days was foreign service. His DD Form 214, Armed Forces of
the United States Report of Transfer or Discharge, identified his
decorations as the Good Conduct Medal, Air Force Longevity Service Award,
Air Force Good Conduct Medal, and Air Force Outstanding Unit Award.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends disapproval of the applicant’s request for award of
the UNSM. DPPPR states the UNSM is awarded to U.S. service members who
participated in the Korean Conflict from 27 June 1950 to 27 July 1954. The
applicant was assigned to Korea after 1954; therefore, he is not eligible
for the UNSM.
DPPPR states after a thorough review of the applicant’s military record,
they have determined the applicant’s entitlement to the NDSM. They were
also able to verify his award of the Korean Defense Service Medal (KDSM)
for his service to Korea. The applicant’s record and Report of Separation
have been updated to include these awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 16
June 2006 for review and response within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We note the Air Force Office of Primary
Responsibility has administratively corrected the applicant’s record to
reflect his award of the NDSM. In addition, they have corrected his record
to reflect his award of the KDSM for his service in Korea. Therefore, we
will only address the applicant’s request for the UNSM. After a thorough
review of the available records, we found no evidence the individual is
eligible for the award of the UNSM. The applicant did not provide any
documentary evidence to substantiate that he served in Korea during the
period 27 June 1950 to 27 July 1954, which would qualify him for the award.
Therefore, in the absence of such evidence, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
