APPLICANT REQUESTS THAT:
His records be corrected to show his entitlement to the Air Medal (AM)
and the Korean Service Medal (KSM).

APPLICANT CONTENDS THAT:
He was not awarded the medals, but his records show he is entitled to
them. He flew several combat missions over Vietnam as a crew chief
while assigned to the 340th Bomb Wing from 1965 to 1966.
In support of his request, the applicant submits a personal statement,
AF Form 626, Request and Authorization for Temporary Duty, a
Memorandum for Certificate of Service in a Hostile Fire Pay Area, a
copy of a certification of TDY Periods Served in the Republic of
Vietnam, and a copy of his DD Form 214, Certificate of Release or
Discharge from Active Duty.

STATEMENT OF FACTS:
Applicant’s military personnel records reflect that he served in the
Regular Air Force from 5 May 1961 through 31 March 1982. He was
progressively promoted through the ranks and retired in the grade of
technical sergeant. He served a total of 20 years, 10 months and 26
days of active service.
His records reflect he flew seven combat missions to South Vietnam and
one combat mission to North Vietnam between January and July 1968.
His DD Form 214 reflects award of the Republic of Vietnam Gallantry
Cross with Palm, the Vietnam Service Medal with 4 Bronze Service
Stars, the National Defense Service Medal with one Bronze Service
Star, and the Republic of Vietnam Campaign Medal.
On 8 July 2005, the applicant’s records were corrected to reflect
award of the Korean Defense Service Medal (KDSM).

AIR FORCE EVALUATION:
The AFPC/DPPPR recommends denial. DPPPR states that after a thorough
review of the applicant’s military record they were unable to confirm
his entitlement to the AM or the KSM. However, that office was able to
verify his entitlement to the KDSM awarded during the time the
applicant was serving in Korea.
According to DPPPR, the applicant’s request for award of the AM is
based on the missions flown; however, award of the AM is based on a
recommendation from the chain of command.
DPPPR states the applicant was assigned to the 8th Field Maintenance
Squadron, Kunsan Air Base Korea, from 26 April 1975 through 25 April
1976, which makes him eligible for award of the KDSM instead of the
KSM. The applicant did not provide the required recommendation needed
for applying for a decoration, to include the AM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
15 Jul 05, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are
not persuaded that the relief requested should be granted. The Board
notes the applicant’s records were administratively corrected to
reflect award of the Korean Defense Service Medal for the time he
served in Korea. However, the evidence of record shows the applicant
did not serve in the Korean War from 27 June 1950 to 27 June 1954, and
is therefore not eligible for award of the Korean Service Medal. We
took notice of the complete submission in judging the merits of the
case; however, we agree with the opinions and recommendations of the
Air Force office of primary responsibility and adopt its rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. The Board also notes no evidence has
been provided indicating the applicant was recommended for, or was
awarded the AM. Accordingly, we find no compelling basis to warrant
favorable consideration of the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.

“I did something in 1945 that has never been done before in the history of the Air Force. He believes the basis for his uncle’s request is not the 500 hours of combat flight time but related to another incident.
