APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge, be corrected to reflect his award of the Armed Forces
Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
He served in Puerto Rico in direct support of the Cuban Missile Crisis.
In support of his appeal, the applicant provides copies of his DD Form 214
and Airman Military Record.

STATEMENT OF FACTS:
On 12 August 1960, the applicant enlisted in the Regular Air Force at the
age of 18 for a period of four years in the rank of airman basic (E-1).
The applicant served as an Air Policeman and was progressively promoted to
the rank of airman second class (E-3) effective and with a date of rank of
1 October 1962. He served a tour of duty in Puerto Rico from 12 January
1961 through 11 January 1963.
The applicant was honorably released from active duty on 11 August 1964 and
transferred to the Air Force Reserve. He served four years of active duty
service, of which two years was foreign service. His DD Form 214
identified his decoration as the Air Force Good Conduct Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends disapproval of the applicant’s request for the AFEM.
DPPPR states the inclusive time period for award of the AFEM during the
Cuba operation is from 14 August 1961 to 1 June 1963. After a complete
review of the applicant’s official military record and provided
documentation, DPPPR found no documents to verify the applicant served in
Cuba or engaged in direct support of the operation to be eligible for award
of the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 2 June
2006 for review and response within 30 days. As of this date, this office
has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence the individual is eligible for the award of
the Armed Forces Expeditionary Medal. The applicant did not provide any
documentary evidence to substantiate his claim. There is no indication in
his records that he was deployed to Cuba, or that he was recommended for,
or awarded, the Armed Forces Expeditionary Medal. In the absence of such
evidence we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

The AFEM was awarded for service in Cuba from 24 October 1962 to 1 June 1963. While an AFEM was awarded for service in Cuba from 24 October 1962 to 1 June 1963, the applicant had already been REFRAD in August 1962 and thus could not qualify for that award. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.

In addition, they verified his entitlement to the Air Force Good Conduct Medal and the Armed Forces Expeditionary Medal with one Bronze Service Star, and indicated his separation document will be updated to reflect these awards (Exhibit E). He did not provide an order awarding him the AM, and they were unable to verify his entitlement to the award. After a thorough review of the evidence of record and applicant’s submission, we are unpersuaded he should be awarded the AM.
