APPLICANT REQUESTS THAT:

His records be corrected to reflect he was  awarded  the  Republic  of
Korea Presidential Unit Citation (ROKPUC), Korean Service  Medal  with
one Silver Star and three Bronze  Stars,  Presidential  Unit  Citation
(PUC), Army of Occupation Medal–Japan (AOM-J), United Nations  Service
Medal (UNSM), National Defense  Service  Medal  (NDSM)  and  the  Good
Conduct Medal with one Bronze Loop (GCM w/BL).

APPLICANT CONTENDS THAT:

These awards do not appear in their entirety on his service records.

In support of his request, the applicant provided a  copy  of  his  DD
Form 214s.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force (RegAF) on 17 February
1948, as a private (Pvt) for a period of three years.

The applicant’s records reflect he was awarded the  AOM-J,  GCM,  KSM,
UNSM and the NDSM.

The applicant’s WD AGO Form 24A, for the period 17 February 1951 to 27
November 1953 reflects the applicant was assigned to  the  6004th  Air
Intelligence Service Squadron from 5  December  1952  to  30 September
1953.

The applicant was honorably discharged from the AF on 27 November 1953
in the grade of staff sergeant (SSgt).  He served  5  years,  9 months
and 11 days of active duty service.

On 23 August 2006, HQ  AFPC/DPPPR  informed  the  applicant  that  his
entitlement to the GCM w/BL and the ROKPUC had been verified.

AIR FORCE EVALUATION:

HQ  AFPC/DPPPR  recommends  the  requested  relief  be   denied.    HQ
AFPC/DPPPR verified the  applicant’s  entitlement  to  the  GCM  w/BL,
ROKPUC and his records will be corrected administratively to  add  the
awards.  However, they were unable to verify his  entitlement  to  the
PUC and KSM w/1 SSS and 3 BSS.  No evidence was found  to  verify  the
applicant’s unit received the PUC  during  his  service  period.   The
applicant did not provide any documentation to verify his  entitlement
to the PUC and the KSM w/1 SSS and 3 BSS.

A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  the  applicant  1
September 2006, for review and response.  As of this date, no response
has been received by this office.

On 21 September 2006,  the  Board  staff  forwarded  the  applicant  a
corrected copy  of  the  Air  Force  evaluation  for  his  review  and
response.  As of this date, the applicant has not  responded  (Exhibit
E).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice.   We  took  notice  of  the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and the recommendation of  the  Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or  an  injustice.   The
applicant requests he be awarded ROKPUC, KSM 1 SS and 3 BS, PUC,  AOM-
J, UNSM, NDSM and the GCM with 1  BL.   HQ  AFPC/DPPPRA  verified  the
applicant is entitled to the GCM with 1 BL, ROKPUC, AOM-J,  NDSM,  KSM
and the UNSM and his record will be updated by the appropriate office.
 Therefore, the remaining decorations for consideration by  the  Board
were the PUC and KSM with 1 BSS and 3 BSS.  No documentation was found
to verify the applicant served  in  nine  campaigns  in  Korea  to  be
eligible for the KSM with 1 SSS and 3 BSS.  Furthermore,  no  evidence
was found to verify the unit the applicant served in Korea was awarded
the PUC during his period of service.  The applicant  did  not  submit
any documentation to substantiate his request for the PUC and KSM with
1SS  and  3  BSS.   Without  official  documentation  to  verify   the
applicant’s entitlements to the aforementioned awards his  eligibility
cannot be verified.  Therefore, in the  absence  of  evidence  to  the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
