APPLICANT REQUESTS THAT:

His Officer Selection Record (OSR) be corrected to include  the  award
of the Joint Service Achievement Medal (JSAM) and he  receive  Special
Selection Board (SSB) consideration for  promotion  to  the  grade  of
lieutenant colonel for the Calendar Year 2002B Selection Board.

APPLICANT CONTENDS THAT:

His (OSR) did not contain  a  copy  of  his  JSAM  citation  after  he
requested to have his record updated.  He was able to have his Officer
Selection Brief (OSB) updated to  reflect  the  medal,  prior  to  the
lieutenant colonel promotion board,  but  a  copy  of  the  decoration
citation was not added to his OSR.  Therefore,  an  incomplete  record
met the promotion board.  The JSAM citation showed accomplishments  as
a major and should have been part of his record.

In support of  his  request,  the  applicant  submitted  a  letter  of
support, a copy of the JSAM special order, a copy of the JSAM citation
and a personal statement

STATEMENT OF FACTS:

The applicant is currently serving on active  duty  in  the  grade  of
major.

Applicant was considered and not selected for promotion to  the  grade
of lieutenant colonel by the CY02B Lieutenant Colonel Selection Board.

AIR FORCE EVALUATION:

AFPC/DPPPO recommends denial  and  states  that  the  purpose  placing
copies of decoration citations in the OSR is to make the board members
aware  of  the  level  of  the  decorations.   AFI  36-2608,  Military
Personnel Records System, Table A2.1, Item 326, 1  July  1996,  states
that orders granting decorations may be filed and  maintained  when  a
like citation is not available.  This speaks to the knowledge  that  a
decoration was given as opposed  to  the  contents  contained  in  the
citation.  Accordingly, evidence of a decoration within the OSR speaks
to the decoration itself, not what the citation may or may not reveal.
 Even though the JSAM citation was not on file for the board,  it  was
evidence before the board as it was listed on the OSB reviewed by  the
board.

Therefore, the board members were aware of the decoration and  it  was
factored into  their  overall  promotion  evaluation.   DPPPO  is  not
convinced the missing JSAM citation  contributed  to  the  applicant’s
promotion non-selection and recommend denial.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

He states that AFPC is not providing a complete picture  of  what  the
promotion board saw while  evaluating  his  record.   On  top  of  one
section of the record, was a memo for record indicating that there was
a discrepancy with his personnel record  and  that  a  decoration  was
missing.  If having only the title of awards  listed  on  the  OSB  is
sufficient, the citations  shouldn’t  be  included  in  any  promotion
record and discrepancy reports shouldn’t be added to promotion records
in the event citations are missing.

He agrees that promotion boards  evaluate  the  entire  OSR,  but  his
record was  missing  two  significant  documents  that  reflected  his
accomplishments as a  major.   He  only  requests  that  his  complete
promotion record meet a special selection board.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of an  error  or  injustice.   We  took  notice  of  the
applicant’s complete submission in judging the  merits  of  the  case.
However, we are not persuaded by the evidence presented in support  of
his  appeal  that  he  was  denied  a  fair  opportunity  to   compete
successfully for promotion.  In this regard, we  note  that,  although
the JSAM citation was not contained  within  the  applicant’s  officer
selection record, it was evidence before the board as it was listed on
the  officer  selection  brief,  which  was  reviewed  by  the  board.
Therefore, we agree with the opinion and  recommendation  of  the  Air
Force office of primary responsibility and adopt  their  rationale  as
the basis for our conclusion that  the  applicant  has  not  been  the
victim of an  error  or  injustice.   In  the  absence  of  persuasive
evidence to the contrary, we find no  compelling  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
