APPLICANT REQUESTS THAT:

She be considered for promotion  to  the  grade  of  lieutenant  colonel  by
Special  Selection  Board  for  the  Calendar  Year  2002B  (CY02B)  Central
Lieutenant Colonel (Nurse Corps) Selection Board.

APPLICANT CONTENDS THAT:

Her Officer Selection Brief (OSB) prepared for the 4 Nov 02  board  did  not
reflect her training as a Women's Health  Care  Nurse  Practitioner  or  her
second overseas short tour.  She attended the certification course in  April
1991 and she was stationed at Incirlik AB, Turkey from  June  2000  to  June
2002.

In support of her request, applicant  provided  a  copy  of  her  OSB.   Her
complete submission, with attachment is at Exhibit A.

STATEMENT OF FACTS:

Applicant was appointed a second lieutenant, Reserve of the  Air  Force,  on
31 Jul 86.  She was voluntarily ordered to extended active duty  on  14  Oct
86.  She was progressively promoted to the grade of  major,  having  assumed
that grade effective and with a date of rank of 1 Mar 99.

She  was  considered  and  not  selected  for  promotion  to  the  grade  of
lieutenant colonel by the CY02B lieutenant colonel  selection  board,  which
convened on 12 Nov 02.

AIR FORCE EVALUATION:

AFPC/DPMAF2 states that OSBs reflect the highest  education  level  achieved
but do not reflect certifications.  Her overseas duty  history  was  not  on
her OSB when the CY02B lieutenant colonel board met;  however,  her  current
duty has since been updated and does  reflect  completion  of  the  overseas
assignment to Turkey.  The DPAMF2 evaluation is at Exhibit C.

AFPC/DPPPO recommends denial.  DPPPO  states  that  completion  of  training
courses are not reflected on OSBs; however, a training report filed  in  her
Officer Selection Record (OSR) documented her attendance and  completion  of
the course in 1991.  Thus, the board members were aware of her training  and
it was factored into their overall promotion evaluation.  Her OSR  contained
Officer Performance  Reports  closing  30  Apr  01  and  30  Apr  02,  which
reflected  her  overseas  assignment  to  Turkey.   In  addition,  she  also
received a Meritorious Service Medal for the tour.  As such,  the  promotion
board members were fully aware of her overseas tour history and  DPPPO  does
not believe the administrative omission resulted  in  her  nonselection  for
promotion and therefore, DPPPO does not recommend approval  of  her  request
for SSB consideration.

Each eligible officer received an Officer Preselection  Brief  (OPB)  90-100
days prior to the board convening date.   Written  instruction  attached  to
the OPB specifically instruct each eligible  officer  to  carefully  examine
the brief for completeness and accuracy and to  take  corrective  action  of
any errors prior to the selection board, not after it.   The  applicant  did
not provide any evidence she exercised reasonable  diligence  in  attempting
to correct her overseas history prior to the  board  convening.   The  DPPPO
evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to  the  applicant  on  9
Jun 03 for review and comment within 30 days.  As of this date, this  office
has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or  injustice.   The  applicant  contends  that  her  OSB
prepared for the CY02B lieutenant colonel  selection  board  was  inaccurate
because it did not reflect her training  as  a  Women's  Health  Care  Nurse
Practitioner or her second overseas short tour to Incirlik,  Turkey.   After
thorough review of the evidence presented we note  that  the  completion  of
certification training courses are not  authorized  for  annotation  on  the
OSB.  We agree with the Air Force offices  of  primary  responsibility  that
even though her overseas assignment was not annotated in the  Overseas  Duty
History area of the OSB,  the  Assignment  History  reflected  her  tour  in
Turkey; and as well, her OSR  contained  OPRS  and  a  decoration  that  was
awarded as a result of her tour.  Therefore, we believe that  the  selection
board members were reasonably made aware  of  her  overseas  tour  in  their
consideration  of  her  potential  to  serve  in  the  next  higher   grade.
Accordingly, in the absence of persuasive evidence to the contrary, we  find
no compelling  basis  to  recommend  granting  the  relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
