APPLICANT REQUESTS THAT:
He receive Special Selection Board (SSB) consideration by the Calendar
Year 2002B (CY02B) Colonel Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
His Air Medal (AM) awarded for the period 21 January 2002 to 26
April 2002 was not reflected on his Officer Selection Brief (OSB) that
was reviewed by the CY02B Colonel CSB. He believes the missing
decoration caused his records to be reviewed with prejudiced and a
less than in-depth review by the Board.

Exhibit A.

STATEMENT OF FACTS:
Applicant is currently serving on active duty in the grade of
lieutenant colonel.
Applicant was considered, but not selected for promotion to the grade
of colonel by the CY02B Colonel Central Selection Board.
The applicant’s OSB for the CY02B board reflected he was awarded two
Air Force Achievement Medals and four Meritorious Service Medals. The
citation for award of the Air Medal was filed in the applicant’s
Officer Selection Record (OSR).
Applicant’s OPR profile as a lieutenant colonel is listed below.

AIR FORCE EVALUATION:
HQ AFPC/DPPPO states although the applicant’s AM for the period 21
January - 26 April 2002 was not reflected on his OSB, it appears he
was diligent in trying to ensure that his records were correct and in
order before the Board. However, the fact remains that the Board had
pertinent information before them regarding the award type and level
and also the specific achievements for the award which were noted on
the citation filed in his OSR.
Furthermore, central boards evaluate servicemembers’ entire OSR. The
central boards consider the members' job performance, professional
qualities, depth and breadth of experience, leadership, and academic
and professional military education. letters of evaluation,
decorations and officer selection briefs.
Based on the evidence presented, they recommend denial.
A copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR STAFF EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 3
October 2003, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice that would warrant relief. In
this respect, we believe the applicant’s record was incomplete at the
time he was considered for promotion by the CY02B colonel selection
board and it appears that he made a diligent effort to ensure his
record was accurate. In this respect, we note the memorandum provided
by 6 MSS/DPMM which states the applicant worked with their awards and
decoration section to ensure his records were up-to-date and correct
for the upcoming board. The memorandum further indicates the
applicant’s Air Medal was faxed to the CSB on 26 November 2002.
However, while the citation accompanying the Air Medal was included in
his officer selection record, it was not reflected on his OSB.
Whether or not this omission was significant enough to alter the
results of the CY02B selection board is a question we are unable to
answer based on the evidence presented. Nevertheless, we believe that
the applicant was improperly disadvantaged because of the absence of
data which should have been reflected on the OSB prepared for the
CY0602B selection board. Accordingly, in order to resolve any
potential injustice to the applicant, we believe that any doubt should
be resolved in his favor and that his record should be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2002B Central Colonel
Selection Board be amended to reflect the award of the Air Medal.
It is further recommended that his record, to include the above
corrected OSB, be considered for promotion to the grade of colonel by
a Special Selection Board for the CY02B Central Colonel Selection
Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having reviewed and considered the recommendation of the Air
Force Board for Correction for Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat 116)
it is directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that the
Officer Selection Brief (OSB) prepared for the Calendar Year 2002B
Central Colonel Selection Board be amended to reflect the award of the
Air Medal.
It is further directed that his record, to include the above
corrected OSB, be considered for promotion to the grade of colonel
by a Special Selection Board for the CY02B Central Colonel Selection
Board.

In regard to the applicant’s discovery in April 2003, that he met the BAC+ requirement in 1997, we concur with the Air Force Office of Primary Responsibility that if the applicant had properly reviewed his records prior to the selection board he would have discovered the omission and had it added to his records in a timely manner. ...

Her overseas duty history was not on her OSB when the CY02B lieutenant colonel board met; however, her current duty has since been updated and does reflect completion of the overseas assignment to Turkey. The DPAMF2 evaluation is at Exhibit C. AFPC/DPPPO recommends denial. DPPPO states that completion of training courses are not reflected on OSBs; however, a training report filed in her Officer Selection Record (OSR) documented her attendance and completion of the course in 1991.
