APPLICANT REQUESTS THAT:
Her Officer Selection Record (OSR) be corrected to include the award
of the Air Force Meritorious Service Medal (MSM 1OLC) and she receive
Special Selection Board (SSB) consideration for promotion to the grade
of lieutenant colonel for the Calendar Year 2001B (CY01B) Lieutenant
Colonel Selection Board.

APPLICANT CONTENDS THAT:
Her record is in error due to the omission of the award of the MSM.
As such, her records were not truthfully represented during the
November 2001 promotion board.
In support of her appeal, the applicant submitted a copy of her MSM
citation and Special Order GA-39.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of major.
Applicant was considered and not selected for promotion by the CY01B
Lieutenant Colonel Selection Board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommended denial and states that eligible officers are
provided an Officer Preselection Brief (OPB) approximately 100 days
prior to the board convening date. AFI 36-2501, para 1.7, states the
eligible officer’s responsibilities for promotion consideration are to
review her OPB, Promotion Recommendation Form (PRF) and Officer
Performance Reports (OPRs) for accuracy and to report any errors to
the Military Personnel Flight (MPF) promotions section. Along with
the OPB, eligible officers are provided an instruction sheet for
review of the brief outlining how to correct discrepancies prior to
the board convening date.
Although the applicant’s Officer Selection Brief (OSB) did not reflect
award of the MSM (1OLC), a copy of the citation was filed in the OSR
on 29 August 2001. Since the board members were aware of the
decoration and its content, it was factored into their overall
promotion evaluation. Therefore, we do not support promotion
reconsideration on this matter.
There is no clear evidence that the absence of her decoration on the
OSB negatively impacted her promotion opportunity. Central boards
evaluate the entire OSR (including the promotion recommendation form,
officer performance reports, officer effectiveness reports, training
reports, letters of evaluation, decorations, and officer selection
brief), assessing whole person factors such as job performance,
professional qualities, depth and breadth of experience, leadership,
and academic and professional military education. The selection board
had her entire officer selection record that clearly outlined her
accomplishments since the date she came on active duty. We are not
convinced the lack of reflecting the MSM (1OLC) on her OSB contributed
to her nonselection. We, therefore, are opposed to the applicant
receiving SSB consideration on this issue. The applicant has not
provided any evidence to substantiate her request for supplemental
consideration. Although the OSB was not updated to reflect the award,
the citation was on file for the board to review. The citation itself
provided the accomplishments of the applicant during her tour at
Hickam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and attached copies of
her OPB dated 14 July 2002 and 24 June 2002 for the Board’s review.
Neither brief reflected the inclusion of the MSM that was awarded to
her effective August 2001. Additionally, she faxed a copy of the
citation for this MSM to AFPC Records Section, DSN 665-2421, during
September 2002. Based on this, she does not understand how a copy of
the citation was available for review by the board in November 2001.
She was asked to provide the documents because there was no record of
the MSM in her records at that time. Furthermore, although she had
previously provided copies of the MSM order and citation to her
orderly room, her MPF did not update her records as of September 2002.
She faxed copies of the MSM order and citation to the Scott AFB MPF
during September 2002.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After reviewing the complete
case file, we noted that the applicant’s Officer Selection Brief (OSB)
did not reflect the award of the MSM (1OLC). Whether this information
was sufficiently significant to alter the results of the CY01B
Lieutenant Colonel Central Selection Board is a question we are unable
to answer on the basis of the evidence presented here. Nevertheless,
we believe that the applicant was improperly disadvantaged because of
the absence of the data that should have been reflected on her OSB
prepared for the CY01B selection board. Accordingly, in an effort to
remove any possibility of an injustice to the applicant, we recommend
that her record be corrected as recommended below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2001B Lieutenant Colonel
Selection Board be amended to reflect the award of the Meritorious
Service Medal, First Oak Leaf Cluster.
It is further directed that her record, to include the above corrected
OSB, be considered for promotion to the grade of Lieutenant Colonel by
Special Selection Board for the Calendar Year 2001B Lieutenant Colonel
Selection Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air Force
relating to, be corrected to show that the Officer Selection Brief
(OSB) prepared for the Calendar Year 2001B Lieutenant Colonel
Selection Board be amended to reflect the award of the Meritorious
Service Medal, First Oak Leaf Cluster.
It is further directed that her record, to include the
above corrected OSB, be considered for promotion to the grade of
Lieutenant Colonel by Special Selection Board for the Calendar Year
2001B Lieutenant Colonel Selection Board.
