After  careful  and  conscientioi~s consideration  of  the entire  record,  h e  Board  found  that  the 
evidence  subn~itted was  insufficient  to  establish  the existence of  probable  material  error  or

I t   is regretted  that  the  circumstances  of  yoiir  case are such  that  favorable action  cannot be  taken. 
You  are  entitled  to  have  the  Board  reconsider  its decision  upon  submission  of  new  and  material 
evidence  or other  matter  not  previously  considered  by  the  Board. 
In  this  regard,  it  is  important 
to  keep  i n   mind  that  a presumption  of  regularity  attaches to  all  ofticial  records.  Consequently,

1.  In response to reference (a), recommend disapproval of the 
petitioner's request. 

2.  The petitioner received orders that required obligated service 
until October 2006.  He reenlisted on 31 August 2001 for five 
years to meet that requirement and accept those orders.  He was 
not eligible for reenlistment under the OBLISERTJ to Train and 
Reenlistment program. 

3 .   In view of the above, recommend disapproval. 

4.  This is an advisory memorandum to reference (a) for use by the 
Board for Correction of Naval Records  (BCNR) only.  Enclosure  (1) 
is returned.
