This is in reference to your application for correction of youk naval record pursuant to the

After careful and conscientious consideration of the entire record, the Board found that the
evidence submitted was insufficient to establish the existence of probable material error or
injustice. In this connection, the Board substantially c o n c u d with the comments contained in
the advisory opinion. Accordingly, your application has been denied. The names and votes of
the members of the panel will be furnished upon request.
It is regretted that the circumstances of your case are such that favorable action cannot be taken.
You are entitled to have the Board reconsider its decision uppn submission of new and material
evidence or other matter not previously considered by the E3~ard. In this regard, it is important
to keep in mind that a presumption of regularity attaches to +ll official records. Consequently,

1. In response to reference (a), recommen disapproval of
petitioner's request.
- Petitioner reenlisted on 07 Apr 99 f r six years to accept
orders to USS JOHN C. STENNIS. Reference b) did not carry a
zone "C" SRB entitlement for the AT(0000) ate at the time
petitioner reenlisted. Petitioner's EAOS t the time was 23 Jun
2000.
- Reference (c), released on 30 Apr 99 with an effective date
of 1 May 99 carried a zone "C" SRB entitlement for the AT(0000)
rate with an award level of 0.5.
- Petitioner requests to expunge reenl stment date of 06 Mar
98 and effect a reenlistment on 01 May 99 nd receive the zone
"A" SRB entitlement in reference (c) .
- NAVAL PERSONNEL COMMAND/OPNAV cannot provide information
pertaining to subsequent SRB NAVADMIN's un il after the NAVADMIN
has been released. Therefore the petition r could not have been
counseled concerning reference (c) prior t the reenlistment.
Petitioner's hindsight is not sufficient g ounds to expunge the
07 Apr 99 reenlistment as no error or inju tice was committed.
2. In view of the above, recommend petiti ner's record remain as
is.
3. This is an advisory memorandum to refe ence (a) for use
