THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that the college transcripts, dated 31 December 1989, 23 May 1994, 27 May 1994, 3 February 1995, and 14 March 1995 be removed from the performance section of his Army Military Human Resource Record (AMHRR) or as an alternative, transferred to the restricted section of his AMHRR.
2. The applicant states, in effect, that he is attempting to clean up his Interactive Personnel Electronic Records Management System (iPERMS)) records for his board file and desires the transcripts to be removed or transferred to the restricted section of his AMHRR. The transcripts should be removed because his degrees were awarded and only the final transcripts for his Bachelors and Masters degree should remain.
3. The applicant provides a copy of an email from the U.S. Army Human Resources Command (HRC).
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 4 January 1989. He completed his training and remained on active duty through a series of continuous reenlistments. He was promoted to the pay grade of E-7 on 1 June 1998 and on 10 April 2001 he was honorably discharged for the purpose of accepting a commission.
2. On 11 April 2001, he was commissioned as a Signal Corps second lieutenant upon graduation from the Officer Candidate School (OCS) with a concurrent call to active duty. He has remained on active duty and was promoted to the rank of major on 1 February 2010.
3. A review of his AMHRR in iPERMS shows that there are seven college transcripts from different institutions contained in the performance section of his records.
4. Army Regulation 600-8-104 (Military Personnel Information Management/Records) governs the composition of the AMHRR, and states that the performance section is used for filing performance, commendatory and disciplinary data. Once placed in the AMHRR, the document becomes a permanent part of that file. The document will not be removed from or moved to another part of the AMHRR unless directed by certain agencies, to include this Board. This regulation also states that all transcripts of credit from civilian colleges, universities, trade schools, or business schools are filed in the permanent section of the Performance section on the AMHRR.
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that the transcripts leading up to his Bachelors and Masters degree should be removed from his official records has been noted and appears to lack merit.
2. The transcripts are properly filed in his official records in accordance with the applicable regulation; therefore, there appears to be no error or injustice in his case.
3. Accordingly, there appears to be no basis to remove properly filed documents from his records as he has requested.
