THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her Army Military Human Resource Record (AMHRR) by removing her college transcript.

2.  The applicant states her AMHRR contains a copy of a college transcript for her Masters degree that does not indicate completion of her program of study and degree completion.  The U.S. Army Human Resources Command (HRC) support team for the Interactive Personnel Records Management System (iPERMS) advised her that they cannot remove this transcript.  She must apply to this Board to have it removed.  She has submitted a copy of her correct transcript to the  iPERMS support staff to add to her record.  She now wants to have the "Transcript of credit for civilian college/university/trade business school" with an effective date of 20100929 removed because it does not indicate her degree completion.  She did not notice this error until a recent records review.

3.  The applicant provides a copy of her official academic transcript from the University of Phoenix, issued 5 December 2013.

CONSIDERATION OF EVIDENCE:

1.  At the time of her application, the applicant was serving in the Regular Army in the rank of major, pay grade O-4.

2.  A review of the applicant's AMHRR revealed two copies of her college transcript from the University of Phoenix are on file, one issued on 29 September 2010 was filed on 26 January 2011.  The other document was issued on 
5 December 2013 and was filed on 13 February 2014.  These two documents are essentially the same except that the latest copy shows she completed a Master of Arts in Education degree on 20 July 2010.

3.  Army Regulation 600-8-104 (AMHRR Management) provides the following:

	a.  All personnel information recorded under the authority of this regulation is the property of the United States Government.  Once recorded, it will not be removed except as provided by law or this regulation.

	b.  Once placed in the AMHRR, the document becomes a permanent part of that file. The document will not be removed from a section or moved to another part of the AMHRR unless directed by one or more of the following:

* The Army Board for Correction of Military Records (ABCMR)
* The Department of the Army Suitability Evaluation Board (DASEB)
* Chief, Appeals and Corrections Branch, HRC
* The AMHRR custodian when documents have been improperly filed
* Commander, HRC, ATTN: HRC-PDO-PO, as an approved policy change to this regulation
* Chief, Appeals Branch, National Guard Personnel Center.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that her AMHRR should be corrected by removing her college transcript, as issued in 2010, because it does not show she completed a Master of Arts in Education degree on 20 July 2010.

2.  The available evidence shows that two college transcripts are currently on file in the applicant's AMHRR.  Both of these documents are essentially the same, except the one dated in 2010 does not show she completed a Master of Arts degree.  Accordingly, it would be appropriate to remove this document.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing from her Army Military Human Resource Record the copy of her college transcript as issued on 29 September 2010 and filed in iPERMS on 
26 January 2011.
