THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, reconsideration of her request to remove her Saint Regis University college transcript from her Army Military Human Resource Record (AMHRR), formerly known as the Official Military Personnel File (OMPF).
2. The applicant states the transcript was removed from her AMHRR by the U.S. Army Human Resources Command (HRC) on 3 September 2010; however, on
7 March 2013, 2 years and 6 months later the HRC re-posted it to her AMHRR because they lacked the supporting documentation that approved the original removal of the transcript from her AMHRR.
3. The applicant provides a two-page memorandum explaining her application, copies of her integrated Personnel Electronic Records Management System (iPERMS) online records download, a Wikipedia article regarding Saint Regis University, a copy of Military Personnel Message (MILPER) Message 10-109, an email from officials at HRC, a copy of Table B-1 of Army Regulation 600-8-104, and an excerpt of Accreditation List.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20090009931, on 29 October 2009.
2. The applicant was awarded a Masters Degree in Financial Management by Saint Regis University on 7 June 2002 and the transcript was posted to her AMHRR.
3. The applicant was promoted to the pay grade of E-8 on 1 January 2004.
4. On 21 September 2007, the applicant was awarded a Bachelors Degree in Business Management from Touro University International.
5. In 2009, she applied to the Board requesting that the transcript be removed from her OMPF and provided an internet article dated 10 June 2009 indicating that the Army was investigating Soldiers who bought degrees from diplomas mills that included Saint Regis University. The Board denied her request on
29 October 2009.
6. On 15 April 2010, MILPER Message Number 10-109 announced the procedures for removal of fraudulent diplomas or transcripts from a Soldiers OMPF. It provided, in pertinent part, that Soldiers were required to submit their request to have a transcript removed through their chain of command to the appropriate authority, which in this case is HRC.
7. On 1 January 2011, the applicant was promoted to the pay grade of E-9 (Sergeant Major), and on 30 June 2012 she was awarded a Masters degree in Business Administration by Trident University International.
8. A review of her official records failed to show any evidence of the applicant submitting a request for removal of the transcript from her official records through her chain of command.

Army Regulation 600-8-104 (Military Personnel Information Management/Records) governs the composition of the AMHRR, and states in pertinent part that the performance section is used for filing performance, commendatory and disciplinary data. Once placed in the AMHRR, the document becomes a permanent part of that file. The document will not be removed from or moved to another part of the AMHRR unless directed by certain agencies, to include this Board. Army Regulation 600-8-104 states, in pertinent part, that all enlisted Soldiers transcripts of credit from civilian colleges, universities, trade schools, or business schools are filed in the permanent section of the Performance section on the AMHRR.
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that the Saint Regis University college transcript should be removed from her AMHRR because it was not issued by an accredited institution has been noted and appears to lack merit.
2. Not only does the applicants official records not contain any indication that she attempted to have the transcript removed using the procedures outlined in MILPER Message 10-109, she has not sufficiently explained why she submitted the transcript for filing in her official records to begin with.
3. It is also noted that her records contain the Masters Degree from Saint Regis University dated in 2002; however, she was not awarded a bachelors degree until 2007, which is indicative that she was aware that the degree was not valid.
4. Accordingly, it would not serve justice to remove the transcript from her records.
5. In view of the foregoing, there is an insufficient basis upon which to grant the requested relief.
