IN THE CASE OF: BOARD DATE: 27 September 2012 DOCKET NUMBER: AR20120015257 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the removal of three college transcripts from the restricted section of his official military personnel file, now known as the Army Military Human Resource Record (AMHRR). 2. The applicant states two of the transcripts are duplicates that are incomplete and serve no purpose; the third is an unofficial transcript. The correct official transcript is filed in the performance section of his AMHRR. 3. The applicant provides no additional evidence. CONSIDERATION OF EVIDENCE: 1. Having had prior enlisted service, the applicant's records show he was appointed as a Reserve commissioned second lieutenant and executed an oath of office on 7 May 2005, with a concurrent call to active duty. He was promoted to rank of captain in the Regular Army on 1 July 2008. He is assigned to the 1st Battalion, 196th Infantry Brigade, HI. 2. The performance section of his AMHRR contains a college transcript, dated 6 June 2012, from Northeastern State University, Tahlequah, OK, wherein it shows he was awarded a Criminal Justice Bachelor of Science degree on 7 May 2005. 3. The restricted section of his AMHRR contains: * two copies of a document, dated 24 February 2003 titled Unofficial Undergraduate Academic Record * three pages of a document, dated 6 June 2012, titled Advisory/Unofficial Transcript 4. Chapter 2 of Army Regulation 600-8-104 (Army Military Human Resources Record Management) governs the composition of the AMHRR and states once placed in the AMHRR, a document becomes a permanent part of that file. The document will not be removed from or moved to another part of the AMHRR unless directed by certain agencies, to include this Board DISCUSSION AND CONCLUSIONS: The evidence of record confirms the applicant's official college transcript is appropriately filed in the performance section of his AMHRR and three unofficial copies of his transcript are filed in the restricted section of his AMHRR. As his official college transcript is filed in his AMHRR, the three unofficial transcripts serve no purpose. Therefore, in the interest of clarity, it would be appropriate to remove the three unofficial transcripts from the restricted portion of his AMHRR. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing the three unofficial college transcripts from the restricted section of his AMHRR. _______ _ _X______ ___ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case.
