THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests the transcripts for his Masters degree, dated
4 September 2014, be removed from his Army Military Human Resource Record (AMHRR).
2. The applicant states he mistakenly provided the incorrect transcript to the records department; the transcript for his Masters degree, dated 4 September 2013. He only intended to submit the transcript for his Bachelors degree. This course listed on his Masters degree transcript was dropped due to a permanent change of station (PCS) move and shows a grade point average (GPA) of 0.00, which gives a false perception of his academic record.
3. The applicant provides no additional evidence.
CONSIDERATION OF EVIDENCE:
1. After having previous enlisted service, the applicant was appointed as a Reserve warrant officer on 23 April 2004. He is currently serving on active duty in the rank of chief warrant officer three (CW3).
2. His record contains an official transcript of academic record, issued by Embry-Riddle Aeronautical University, on 4 September 2013, which shows the beginning of his Masters record:
* He was enrolled in course number MSLD 500 (Leadership Founds in Research) from 1 March to 31 May 2013
* The course was worth three credits
* He received no credits for this course and earned a GPA of 0.00
3. His record does not contain and he has not provided any evidence showing he dropped this course.
4. Army Regulation 600-8-104 (Army Military Human Resource Records Management) governs the composition of the AMHRR, and states in pertinent part that the performance section is used for filing performance, commendatory and disciplinary data. Once placed in the AMHRR, the document becomes a permanent part of that file. The document will not be removed from or moved to another part of the AMHRR unless directed by certain agencies, to include this Board. Table B-1 of Army Regulation 600-8-104 states transcripts must be from an accredited college or university to be filed in the AMHRR as verified by the Department of Education. Officer transcripts indicating degree completion are filed in the "Performance" folder. Incomplete officer transcripts are filed in the "Service" folder on the AMHRR.
DISCUSSION AND CONCLUSIONS:
The applicants contention about the document in question is noted. However, once a document is placed in the AMHRR it becomes a permanent part of that file. The AMHRR is an unbroken record of a Soldier's service, conduct, duty performance, and evaluation periods. There is no evidence to suggest that the document in question was filed in error.
