THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests his first transcript from Penn State University be removed from his Army Military Human Resource Record (AMHRR) (formerly known as Official Military Personnel File (OMPF)).  

2.  He states he has two transcripts in his AMHRR from his bachelor's degree.  The first one is a partial transcript from when he was briefly enlisted in the Army Reserve part-way through college.  He has commissioned as an officer through Reserve Officers’ Training Corps and has the complete and official transcript in his AMHRR.  He believes the old transcript should be removed because it is an unofficial transcript, it is an incomplete view of his college career, it dilutes his AMHRR, and it could distract or confuse in conjunction with the official, complete transcript.  

3.  He provides no additional documents.

CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving on active duty in the rank of first lieutenant.  

2.  After having had prior enlisted service in the U.S. Army Reserve, the applicant was appointed as a Reserve commissioned officer on 17 December 2010 in the rank of second lieutenant.  

3.  A review of his personnel records in the interactive Personnel Electronic Records Management System (iPERMS) revealed two transcripts were filed in the performance portion of his AMHRR which indicate:

   a.  an unofficial transcript from Penn State University; he enrolled in Fall Semester 2006 for a major in Education.  He was credited with 45 credit hours by the end of Fall Semester 2007.  

   b.  an official transcript from Penn State University; he was awarded a Bachelor of Science Degree in Education in December 2010 with a minor degree in History.

4.  Army Regulation 600-8-104 (AMHRR Management) prescribes the policies governing the AMHRR, Military Personnel Records Jacket, Career Management Individual File, and Army Personnel Qualification Records.  Table 2-1 states an official transcript from an accredited college or university will be filed in the performance section of the AMHRR.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions regarding removal of his first Penn State University transcript from his AMHRR are acknowledged and determined to have merit.  

2.  The evidence of record shows he completed 45 credit hours during the Fall Semester 2006 through Fall Semester 2007 at Penn State University and was issued an unofficial transcript.  This transcript was filed in the performance portion of his AMHRR.  

3.  He subsequently completed his requirements for a bachelor's degree and was awarded a Bachelor of Science Degree in Education in December 2010.  He was issued a second transcript from Penn State University showing this degree was conferred in December 2010.  This was an official transcript and it was properly filed in the performance portion of his AMHRR in accordance with the governing regulation.  

4.  His first Penn State University transcript is an incomplete document.  However, the second transcript is an official document that confirms his degree completion and provides an up-to-date version of his military records.  Therefore, there is no harm in deleting the first Penn State University transcript from the performance portion of his AMHRR.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing his first Penn State University transcript (45 credit hours) from the performance portion of his AMHRR.
