         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: In effect, that she was awarded a ribbon for being on active duty during the Lybia (sic) Campaign and that the award is not included on her Certificate of Release or Discharge (DD Form 214).

APPLICANT STATES: In effect, the ribbon was erroneously omitted from her DD Form 214.

EVIDENCE OF RECORD: The applicant's military records show:

On 20 September 1983, she enlisted in the Army for 3 years in the pay grade of E-1. She successfully completed her training as a medical laboratory specialist.

Her awards include the Army Service Ribbon and the Sharpshooter Qualification Badge (Rifle M-16).

She was honorably released from active duty on 24 April 1984, under the provisions of Army Regulation 635-200, chapter 8, due to pregnancy and she was transferred to the 21st General Hospital, South Kingshighway, St. Louis, Missouri, to complete her Reserve obligation.

Army Regulation 600-8-22 (Military Awards), explains Department of Defense (DOD) policies and procedures on awarding Defense decorations and service awards. Chapter 2-1 provides, in pertinent that the Armed Forces Expeditionary Medal was awarded for service in Libya during Operation Eldorado Canyon for the period covering 12 April 1986 to 17 April 1986.

Army Regulation 635-5 serves as the authority for the preparation of the DD Form 214. It states, in pertinent part, a DD Form 214 will be issued to members for periods on active duty totaling 90 days or more. It further states that the information contained on the DD Form 214 will apply only to the period of service covered by the DD Form 214.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations it is concluded:

1. The actions by the Army in this case were proper, and there is no doubt to be resolved in favor of the applicant.

2. According to AR 600-8-22, award of the Armed Forces Expeditionary Medal, for service in Libya during Operation ELDORADO CANYON for the period covering 12 April 1986 to 17 April 1986 and a review of her records fail to show



her participation in that operation while she was on active duty. She was released on active duty on 24 April 1984, well before the operation took place; therefore, her DD Form 214 is correct as currently reflected.

3. The Board has noted the applicant’s contentions. However, there is no evidence of record nor has she submitted any evidence to support her contention that she is entitled to any additional awards that were excluded from her DD Form 214.

4. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

5. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
