APPLICANT REQUESTS THAT:
She be awarded the Armed Forces Expeditionary Medal (AFEM) for her
service in support of Operation ELDORADO CANYON.

APPLICANT CONTENDS THAT:
At the time of her discharge, the AFEM had not yet been authorized
for ELDORADO CANYON, and expeditionary credit was not extended to
her. Her unit was engaged in direct support of ELDORADO CANYON
throughout the mission, and was in accordance with applicable
guidance. The credit is complicated by the fact that actual events
are not captured in the available documentation (Enlisted
Performance Reports) due to the security classification at the
time.
In support of her request, the applicant provided copies of her
EPRs, discharge order from the Air Force Reserve, and Servicemen’s
Group Life Insurance Election form.

STATEMENT OF FACTS:
The applicant served on active duty in the Air Force from 1 Aug 84
– 3 Mar 89. Her DD Form 214 reflects she served 1 year, 11 months,
and 27 days of Foreign Service. She was awarded the Air Force (AF)
Outstanding Unit Award, AF Good Conduct Medal, AF Overseas Long
Tour Ribbon, AF Longevity Service Award, and the AF Training
Ribbon.
On 3 Mar 89, she was honorably released from active duty, in the
grade of E-4, and transferred to the Air Force Reserve. Applicant
was honorably discharged from the Air Force Reserve effective
31 Jul 90.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the application be denied and states, in
part, that the applicant did not provide documentation to
substantiate her claim, such as travel vouchers, TDY orders, etc.
The AFEM is awarded by the Joint Chief’s of Staff to military
members who have participated in a U.S. military operation in which
Service members of any Military Department participate in
significant numbers. “Direct Support” is defined as services being
supplied to the combat forces in the area of operations by ground
units, ships, and aircraft provided it involves actually entering
the designated area. That includes ships and aircraft providing
fire, patrol, guard, reconnaissance, or other military support and
being engaged in direct support for 30 consecutive days in the area
of operations or for 60 nonconsecutive days provided this support
involves entering the area of operations.
Applicant was stationed in San Vito dei Normanni AS, Italy, with
the 6917 Electronic Security Group during Operation ELDORADO CANYON
in Libya from 4-17 Apr 86.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 20 May 05, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
