APPLICANT REQUESTS THAT:
He be awarded the Armed Forces Expeditionary Medal.

APPLICANT CONTENDS THAT:
It appears that the applicant is contending that he participated in
hostilities that took place in Lebanon from 1 June 1983 to 1 December 1987
and, therefore, that he is entitled to the Expeditionary Medal or any
decoration for the “1985 or 1986” air attack on Libya.
The applicant has provided no supporting evidence. His complete submission
is at Exhibit A.

STATEMENT OF FACTS:
On 27 April 1984, the applicant enlisted in the Regular Air Force at the
age of 19 for a period of four years in the rank of airman basic (E-1).
The applicant was progressively promoted to the rank of senior airman (E-4)
effective and with a date of rank of 27 April 1987.
The applicant was honorably discharged on 26 March 1988 under the Early
Separation Program (Strength Reduction). He was credited with 3 years and
11 months of active duty service, of which 2 years, 1 month and 21 days was
foreign service. His DD Form 214, Certificate of Release or Discharge From
Active Duty, identified his decorations as the Air Force Training Ribbon,
Air Force Achievement Medal, and Air Force Overseas Long Tour Ribbon.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends disapproval. DPPPR states that the Armed Forces
Expeditionary Medal was awarded for deployment to Lebanon during 1 July
1958 - 1 November 1958, and 1 June 1983 - 1 December 1987. It was awarded
for participation in Eldorado Canyon (attacks against forces in Libya) for
12-17 April 1986. DPPPR states that the applicant’s record indicate he
served in RAF Alconbury, UK, during the period 1984-1986; however, there is
no indication in the applicant’s records to substantiate his deployment to
Libya or Lebanon. On 28 May 2003, they requested supporting documentation
from the applicant to substantiate his claim. He did not respond. Since
the applicant did not provide any documentation to substantiate his claim,
DPPPR recommends denying the applicant’s request for the Armed Forces
Expeditionary Medal. The DPPPR evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25
July 2003 for review and response (Exhibit D). As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence that the individual is eligible for the award
of the Armed Forces Expeditionary Medal. The applicant did not provide any
documentary evidence to substantiate his claim. There is no indication in
his records that he was deployed to Libya or Lebanon, or that he was
recommended for, or awarded, the Armed Forces Expeditionary Medal. In the
absence of such evidence we find no compelling basis to recommend granting
the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

As regard to expedition credit, during the applicant's period of service the only authorized service award was the Armed Forces Expeditionary Medal. Evidence of record shows the applicant was assigned to the 549th Maintenance Company for the period January 1987 through December 1987. However, there is no evidence that shows the applicant was deployed during his military service or that his unit was in direct support of the operation of any of the above operations.

We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and the recommendation of the Air Force and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or an injustice. The applicant did not provide any documentation showing he was assigned or TDY to Korea. There is no documentation in the applicant’s military records to reflect he was assigned or TDY to Korea.

A complete copy of their evaluation is attached at Exhibit D. AFPC/DPPPR states that the applicant is not eligible for award of the Air Force Good Conduct (AFGC) Medal. Since he received his first Article 15 during this assignment, he would not be eligible for a decoration upon completion of his overseas tour. After reviewing the evidence of record, we are not persuaded that the applicant’s records are in error or that he has been the victim of an injustice.

The applicant’s military record indicates he was assigned to Sembach Air Base, Germany from 1 February 1956 to 7 September 1956 and, Landstuhl, Germany, from 8 September 1956 to 29 December 1958. After reviewing the evidence of record and the applicant’s submission, we find that other than the applicant’s assertions, we have no evidence to indicate his entitlement to any of the requested decorations.
