APPLICANT REQUESTS THAT:
His enlistment rank be reflected as E-3 rather than E-2,
effective 9 Nov 09.

APPLICANT CONTENDS THAT:
He was advised that he could submit his college transcripts while
at basic military training (BMT) to qualify for enlistment in the
grade of airman first class (E-3). He attempted to provide a
copy of his official transcripts while at BMT, but the training
liaison told him to wait until he returned to his base.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the Air
Force Reserve as airman first class (E-3).
On 9 Nov 09, the applicant contracted his initial enlistment in
the Air Force Reserve in the grade of airman (E-2).
On 9 Nov 09, the applicant executed a DD Form 1966/1, Record
Military Processing Armed Forces of the United States, where he
acknowledged, among other things, the requirement to present
college transcripts prior to his completion of BMT in order to be
eligible for enlistment in the grade of airman first class (E-3).
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force, which is attached at Exhibit C.

AIR FORCE EVALUATION:
HQ AFRC/A1K recommends denial stating Air Force Reserve policy
reflects that service members must provide their transcripts to
the recruiting staff prior to their graduation from BMT in order
to be eligible for enlistment in the higher grade under the the
Stripes for Education and Training Program.

APPLICANT'S REVIEW OF AIR FORCE EALUATION:
He has provided a copy of his college transcripts in support of
his request (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. The
applicant 93). We took notice of the applicant's complete
submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis for
our conclusion that the applicant has not been the victim of an
error or injustice. Other than his own assertions, he has
provided no evidence that he was precluded from providing his
college transcripts while attending BMT. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issue(s)
involved. Therefore, the request for a hearing is not favorably
considered.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
