APPLICANT REQUESTS THAT:
She be awarded advanced rank and back pay for education credit
based on qualifying college transcripts prior to graduating from
Basic Military Training (BMT).

APPLICANT CONTENDS THAT:
She provided transcripts to her recruiter and technical school
liaison in a timely manner. She did her part in making sure the
transcripts were sent to both of them. She also sent her
transcripts to the liaison during her time of phase II training,
but was told the issue had to be corrected at her home station,
which was incorrect.
She provided copies of the fax requests and asked the college to
send official transcripts to the recruiting office in Montgomery,
AL.
In support of her request, the applicant provides copies of fax
sheets, and an excerpt out of the recruiters Air Force
Instruction.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained
in the letter prepared by the appropriate office of the Air
Force. Accordingly, there is no need to recite these facts in
this Record of Proceedings.
In accordance with AFRCI 36-2001, Air Force Reserve Recruiting
Procedures, Table 5.1, Note 5, Documents presented after
enlistment may be used as a basis for changing the authorized
enlistment grade up until the individuals Basic Military
Training graduation date. Recruiters will advise applicant to
obtain documents before enlistment. However, this policy will
allow an applicant who is in the process of completing additional
college classes, etc. that will qualify for a higher grade, to
have the opportunity to have their records updated to reflect the
higher grade.

AIR FORCE EVALUATION:
HQ AFRC/RSOO recommends denial. RSOO states they have no record
the applicant provided the required transcripts in time for a
rank adjustment.
The applicant stated she reported for BMT on 17 Nov 09; however,
dates on the fax cover sheets requesting transcripts from her
school are 23 and 27 Jul 10 respectively.
RSOO further states as part of the enlistment contract, enlistees
initial a statement acknowledging they may be entitled to
advanced rank, but are choosing to enlist as an E-1 (sometimes
new members are unable to retrieve transcripts due to unpaid
expenses, other documentation entitling them to advance rank
(e.g. Eagle Scout), or their priority is leaving the area quickly
for BMT).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 4 Mar 11, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. To date, a
response has not been received (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
