APPLICANT REQUESTS THAT:
1. His date of rank (DOR) to E-2 be adjusted to reflect 6 Apr 10,
rather than 6 Oct 10.
2. His current rank be reflected as E-3, with a DOR of 6 Oct 10.

APPLICANT CONTENDS THAT:
Based on his 27 hours of college credits, he was eligible for the rank
of E-2, upon successfully completing basic military training (BMT) and
technical training. However, his recruiter did not properly prepare
his documents to show his college credits.
In support of his request, the applicant provides a copy of his
college transcripts.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the Air Force
Reserves as airman (E-2).
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the Air
Force, which is attached at Exhibit C.

AIR FORCE EVALUATION:
HQ AFRC/RSOO recommends denial. RSOO states there is no documentation
supporting the applicant’s request for award of advanced rank and back
pay for college credit prior to his graduating from BMT. Although the
applicant contends he provided a copy of his transcripts to his
recruiter before leaving for BMT (RNLTD 4 Jun 10), the transcripts
indicate they were printed 4 Oct 10, after he returned from training.
In accordance with AFRCI 36-2001, Air Force Reserve Recruiting
Procedures, Table 5.1, Note 5: “Documents presented after enlistment
may be used as a basis for changing the authorized enlistment grade up
until the individual’s BMT graduation date. Recruiters will advise
applicants to obtain documents before enlistment. However, this
policy will allow an applicant who is in the process of completing
additional college classes, etc. that will qualify them for a higher
grade, to have the opportunity to have their records updated to
reflect the higher grade.”
It is solely the member’s responsibility to present potentially
qualifying college transcripts for advanced rank.

APPLICANT'S REVIEW OF AIR FORCE EALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
4 Mar 11, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has failed to sustain his burden
of proof of the existence of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
