APPLICANT REQUESTS THAT:

1.  His separation code of “JFX” which  denotes  “Personality  Disorder”  be
changed to "JMN" which  denotes  “Navy,  USMC,  USAF  Unsuitability  (Reason
Unknown).”

2.  His  narrative  reason  for  separation  be  changed  from  "Personality
Disorder" to “Navy, USMC, USAF Unsuitability (Reason Unknown).”

APPLICANT CONTENDS THAT:

At the time of his separation he was not ready for  military  life  and  his
personality was not an issue.  He has been trying to  get  hired  in  a  law
enforcement center.  He was ranked in the top 10 but was  turned  down  each
time.   He  later  discovered  the  type  of  separation  he  received   was
disqualifying him.

In support of his request, the applicant submits copies of his  certificates
of completion for training and character reference letters.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

On 17 January 1996, he contracted his initial enlistment in the Regular  Air
Force.

On 12  February  1997,  he  was  notified  by  his  commander  that  he  was
recommending his discharge from the Air Force for conditions that  interfere
with military service.  The specific reason for this action was on or  about
19 December 1996, he was  evaluated  at  the  mental  health  clinic  and  a
psychologist diagnosed him with an  adjustment  disorder  with  a  depressed
mood, a condition severe enough  to  significantly  impair  his  ability  to
function effectively in the military.  He was advised of his rights in  this
matter and declined to submit statements on his own behalf.   He  was  given
an appointment to consult military legal counsel and  understood  that  this
action may result in his discharge from the  Air  Force  with  an  honorable
discharge.

On 4 March 1997, he was discharged in  the  grade  of  airman  with  service
characterized as honorable.

His narrative reason for separation was "personality disorder.”

He served 1 year, 1 month and 18 days on active duty.

AIR FORCE EVALUATION:

The BCMR Medical Consultant recommends the narrative reason  for  separation
be  changed  to  "adjustment  disorder.”   The  Medical  Consultant   states
historically, applicants discharged due  to  a  personality  disorder  often
request a change in reason  for  discharge,  citing  the  obstacles  such  a
diagnosis  has  imposed  upon  employment   opportunities.    However,   the
designated reason for discharge entered upon  official  discharge  documents
previously included the  pool  of  individuals  with  either  a  personality
disorder or an adjustment disorder.  With this fact in mind,  measures  were
undertaken to correct this gross misinterpretation  of  the  facts  for  the
group of individuals with an adjustment disorder.   Consequently,  personnel
discharged today due  to  an  adjustment  disorder  will  have  this  actual
diagnoses and the appropriate separation code accurately  reflected  the  on
their DD Form 214.  The Medical Consultant opines that  it  is  more  likely
than not that a diagnostic entry of adjustment disorder  will  have  a  less
adverse impact upon his future employment opportunities than  his  currently
listed reason for discharge.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 16 May
2008 for review and comment within 30 days.  As of this date,  this  office
has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to waive the failure to timely file.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of an error or injustice warranting  partial  relief.   After  our
careful review of the evidence of record, we do not  believe  the  narrative
reason that the applicant is specifically asking his  records  be  corrected
to reflect  is  appropriate  for  annotation  on  his  discharge  documents.
However, as noted by the BCMR Medical Consultant, it  appears  the  assigned
narrative reason and separation code are in  error  since  he  was  in  fact
diagnosed with an adjustment disorder, rather than  a  personality  disorder
as currently reflected on his  discharge  documents.   Therefore,  we  agree
with the opinion and recommendation  of  the  BCMR  Medical  Consultant  and
adopt the rationale expressed as the basis for our  determination  that  the
applicant’s narrative reason  for  separation  and  separation  code  should
changed to reflect adjustment disorder.   Accordingly,  it  is  our  opinion
that his records should be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that he was discharged 4 March  1997  with
a narrative reason for  separation  of  “Adjustment  Disorder”  rather  than
“Personality Disorder,” and a separation code of “JFY” rather than “JFX.”

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the  Department  of  the  Air  Force
relating to XXXXXXX, XXXXXXX, be corrected to show that he was discharged  4
March 1997 with a narrative reason for separation of  “Adjustment  Disorder”
rather than “Personality Disorder,” and a separation code  of  “JFY”  rather
than “JFX.”
