RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2008-01189
INDEX CODE: 110.02
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His reentry code (RE) 2C (Involuntary separated with an honorable
discharge; or entry level separation without characterization of
service) be changed to allow him to enlist in the Navy.
_________________________________________________________________
APPLICANT CONTENDS THAT:
Due to his immaturity and listening to his girlfriend during the time
he was on medical hold, he made choices that he regrets.
His complete submission is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 17 Aug 04, the applicant contracted his initial enlistment in the
Regular Air Force in the grade of airman.
On 15 Sep 04, his commander notified him that he was recommending his
discharge from the Air Force for conditions that interfere with
military service (mental disorders). The specific reason for the
discharge action was that on 7 Sep 04, he underwent a mental
evaluation and was diagnosed with an adjustment disorder with
depressed mood.
His commander advised him of his rights in this matter.
On 15 Sep 04, he acknowledged receipt of the notification and after
consulting with legal counsel waived his right to submit statements
in his own behalf.
On 16 Sep 04, the legal office reviewed the case and found it legally
sufficient to support separation and recommended the applicant be
separated with an entry-level separation.
On 16 Sep 04, the discharge authority directed an uncharacterized
entry-level separation.
He was discharged on 27 Sep 04. He served 1 month and 11 days on
active duty.

AIR FORCE EVALUATION:
AFPC/DPSOA recommends denial. DPSOA found no evidence of error or
injustice; nor did the applicant submit any.
AFPC/DPSOA’s complete evaluation is at Exhibit C.
AFPC/DPSOS recommends denial of the applicant’s specific request but,
recommends partial correction to his records. DPSOS states a review
of the applicant’s records reflects the separation code and narrative
reason for separation are incorrect. The applicant was diagnosed with
an adjustment disorder with depressed mood. His DD Form 214 should
reflect the separation code of JFY and a narrative reason of
“Adjustment Disorder”.
AFPC/DPSOA’s complete evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant 20
Jun 08 for review and response within 30 days. As of this date, no
response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice warranting partial relief.
In this respect, the applicant is requesting his reentry code be
changed to allow him to enlist in the Navy. After a review of the
evidence of record, we find no evidence showing that his reentry code
is erroneous, and are not persuaded by his assertions that it is
unjust. On the other hand, it appears that the applicant was
diagnosed with an adjustment disorder, rather than a personality
disorder as reflected on his discharge documents. We agree with the
assessment of AFPC/DPSOS that the narrative reason for separation
currently reflected on his discharge documents inaccurately reflects
the reason for his discharge and should be corrected to reflect
adjustment disorder. Accordingly, we recommend the applicant's
records be corrected to the extent indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was discharged on
27 September 2004 with a narrative reason for separation of
"Adjustment Disorder" rather than "Personality Disorder", and a
separation code of "JFY" rather than "JFX".
