RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2009-00546
INDEX CODE: 110.02
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His narrative reason for separation of personality disorder, reentry (RE)
code of 2C, and separation code of JFX be changed.
_________________________________________________________________
APPLICANT CONTENDS THAT:
His discharge was based on his 23 days of active duty military service. He
never suffered from a mental disorder. During Basic Military Training
(BMT) he faced the greatest obstacles of his life. He tried to continue
and succeed in the military without family support; however, his morale and
motivation were soon affected and he was referred to the Behavioral
Analysis Staff (BAS). After explaining his situation, he was labeled as
having a Mental/Personality Disorder.
Despite his emotional state, he performed sufficiently within his flight
and did not take his frustration out on others. False information was
reported on him that he was not fit to handle a weapon; however, he handled
his weapon with precise accuracy and had no fear of small arms or heavy
weaponry.
His emotional state caused him to experience sleep disturbance and anxiety.
He strongly desired to separate from military service and took action to
separate. Since his separation, he has completed his college degree. He
disagrees with the content of his discharge package and has attempted to
contact former instructors and members of his flight to request statements
on his behalf.
He desires a career in law enforcement or to enlist in the Air Force.
In support of his request, the applicant provided a character statement.
The applicant's complete submission, with attachment, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 22 Jul 08. On 29 Jul
08, he was self-referred to the BAS. In a mental health evaluation dated 7
Aug 08, he was diagnosed with Adjustment Disorder with Mixed Anxiety and
Depressed Mood. He was recommended for administrative separation and
highly encouraged to seek mental health counseling once he returned to
civilian status.
On 11 Aug 08, the applicant was notified by his commander of his intent to
recommend his discharge from military service for a condition that
interferes with military service, specifically mental disorder. He
acknowledged receipt of notification and waived his rights to consult
counsel or submit a statement on his behalf. A legal review found the case
sufficient and recommended the applicant be discharged with an Entry Level
Separation. On 13 Aug 08, the discharge authority approved the recommended
separation and the applicant was discharged on 14 Aug 08 with an
uncharacterized character of service. He had served 24 days on active
duty.
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPSOA recommends denial to change the applicant’s RE code. The
applicant received an entry level separation after serving 24 days of
service with an uncharacterized character of service. He received an RE
code of 2C—“Involuntarily separated with an honorable discharge; or entry
level separation without characterization of service.”
The complete DPSOA evaluation is at Exhibit C.
HQ AFPC/DPSOS recommends correcting the applicant’s discharge separation
code to reflect “JFY” and his narrative reason for separation be corrected
to reflect “Adjustment Disorder.”
The applicant’s DD Form 214 incorrectly reflects he was discharged with a
separation code of “JFX” and a narrative reason of “Personality Disorder.”
His separation from the Air Force was not unjust or improper; however, the
separation code entered on his DD Form 214 was incorrect. Since he was
diagnosed with having an adjustment disorder with mixed anxiety and
depressed mood, his DD Form 214 should have reflected a separation code of
“JFY” and a narrative reason of “Adjustment Disorder.”
It should be noted the corrective action will not result in a more
favorable reenlistment condition than what currently appears on the
applicant’s DD Form 214.
The complete DPSOS evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he did not feel tired while in BMT and would most
times get up from his bunk and exercise. He would also change shifts with
his peers who did not want to work the late night shifts.
His discharge was not involuntary. He was self-referred to BAS and
convinced BAS to separate him because he felt it was best, at that time.
He has provided several character reference letters and can provide a copy
of his Associates Degree and proof he is currently enrolled for his
Bachelor’s Degree. If he is unable to enlist in the Air Force, he would
like the opportunity to enlist in another branch of service.
The applicant’s complete response is at Exhibit F.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant a change in the reason for the
applicant’s separation. We agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its rationale as
the basis for our conclusion that the applicant’s reason for separation
should be changed from personality disorder to adjustment disorder and
separation code changed from JFX to JFY. In regards to applicant's request
to change his RE code, no evidence has been provided that would lead us to
conclude the RE code he was assigned was anything other than appropriate.
In the absence of persuasive evidence to the contrary, the RE code portion
of his request is not favorably considered. Therefore, we conclude that
applicant's records should be corrected only to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that he was discharged on 11 August 2008
with a narrative reason for separation of "Adjustment Disorder" rather than
"Personality Disorder," and a separation code of "JFY" rather than "JFX."

While attending Air Force BMT, he was notified on 8 August 2007 of his commander’s intention to recommend him for an Entry Level Separation due to a condition that interferes with military service; specifically mental disorders. A review of the applicant’s records reveals there was an error in his separation record in that he was incorrectly discharged from the Air Force with a Separation Code of “JFX” and a Narrative Reason for Separation of “Personality Disorder.” This does not infer that...
