APPLICANT REQUESTS THAT:
Her narrative reason for separation on her Certificate of Release or
Discharge from Active Duty, DD Form 214 be changed to allow her to enlist
in military service.

APPLICANT CONTENDS THAT:
She was very immature and is sorry for the trouble she caused her
supervisors. She told a psychiatrist that she was homesick and based on
her story, she was diagnosed with personality disorder; however, she was
not prescribed medication. She recently sought another psychiatric
assessment and is now ready to give the Air Force one hundred-ten percent.
Most of the recruiters did not want to help her. She only recently found
out about the Air Force Board for Correction of Military Records (AFBCMR).
In support of the application, the applicant submits a letter and a three-
paged psychiatric assessment from a civilian psychiatrist and her DD Form
214.

STATEMENT OF FACTS:
On 8 Nov 01, applicant failed to go at the time prescribed to her appointed
place of duty. For this offense, she received reduction to the grade of
airman basic (suspended) and 30 days correctional custody.
Applicant was honorably discharged on 11 Jan 02 for personality disorder
with a separation code of JFX (Personality Disorder) and a reentry (RE)
code of 2C (Involuntarily separated with an honorable discharge…).
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION:
Applicant was initially seen at the Life Skills Support Center (LSSC) on 24
Aug 01 where she complained of feeling depressed, experiencing periods of
sleep disruption, crying spells and feeling socially isolated. Further
counseling was recommended to address her problems adjusting to the
military; however, she did not show for her appointments. She was
subsequently evaluated at the LSSC on 20 Nov 01 for a safety assessment
after stating to her section commander that she might kill herself if she
was sent to correctional custody for her offenses. The LSSC stated her
mental status was likely to further deteriorate with continued military
service as she was not motivated to adapt to military life.
She was diagnosed as having a mental disorder as contained in the
Diagnostic and Statistical Manual of Mental Disorders (DSM-IV). The
evaluation stated her ability to function in a military environment was
considered significantly impaired. She was recommended for administrative
discharge.
HQ AFPC/DPSOS recommends changing the applicant’s narrative reason to
reflect “Adjustment Disorder” and her separation code be changed to “JFY.”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25 Jul
08 for review and comment within 30 days. As of this date, this office has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice that would warrant a change in the reason
for the applicant’s separation. We agree with the opinion and
recommendation of the Air Force office of primary responsibility and adopt
its rationale as the basis for our conclusion that the applicant’s reason
for separation should be changed from personality disorder to adjustment
disorder and separation code changed from JFX to JFY. Therefore, we
conclude that applicant's records should be corrected only to the extent
indicated below.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issues involved. Therefore, the request for a
hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that she was discharged on 11 January
2002 with a narrative reason for separation of "Adjustment Disorder" rather
than "Personality Disorder," and a separation code of "JFY" rather than
"JFX."

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that she was discharged on 11
January 2002 with a narrative reason for separation of "Adjustment
Disorder" rather than "Personality Disorder," and a separation code of
"JFY" rather than "JFX."
