RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2008-00232
INDEX CODE: 110.02
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her reentry code of "2C" (Involuntarily separated with an honorable
discharge; or entry level separation without characterization of service)
and her separation code of "JFX" (Personality Disorder) be changed.
_________________________________________________________________
APPLICANT CONTENDS THAT:
She believes her record is unjust because she was originally unable to
complete training because of a knee injury she incurred during a training
exercise. She did not fully understand the codes of her DD Form 214 until
she tried to join the Army and the recruiter explained that she had a
personality disorder code.
In support of her request, the applicant provides documentation pertaining
to her knee injury.
Her complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 6 Jun 06. On 1 Dec 06,
she was notified by her commander of pending discharge action. The
specific reason for this action was that on 20 Nov 06, she was diagnosed
with an adjustment disorder with mixed anxiety and depressed mood that
severely impaired her ability to function effectively in the military
environment. She acknowledged receipt of the notification, waived her
right to counsel, and her right to submit statements in her own behalf.
The staff judge advocate found the case legally sufficient and on 6 Dec 06,
the discharge authority directed the applicant be discharged with an entry
level separation without probation and rehabilitation.
The applicant was discharged on 8 Dec 06 with a narrative reason for
separation of personality disorder.

AIR FORCE EVALUATION:
AFPC/DPSOA recommends denial. DPSOA states that the applicant was
separated on 8 Dec 06 after serving 6 months and 3 days of service with an
uncharacterized character of service. The RE code for such a
characterization as directed by the commander is 2C. The complete
AFPC/DPSOA evaluation is at Exhibit C.
AFPC/DPSOS recommends that the applicant's separation code be corrected to
reflect "JFY" and her narrative reason for separation be corrected to
reflect "Adjustment Disorder." DPSOS states that since the applicant was
diagnosed with an adjustment disorder with mixed anxiety and depressed
mood, the DD Form 214 should have reflected a separation code of "JFY" and
narrative reason of "Adjustment Disorder." The complete AFPC/DPSOS
evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25 Apr
08 for review and comment within 30 days. As of this date, this office has
not received a response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting partial relief. In this
respect, the applicant is requesting the narrative reason for her
separation and the RE code assigned be changed. After reviewing the
evidence of record, it appears the applicant's narrative reason for
separation inaccurately reflects the circumstances surrounding her
discharge. As noted by the Separations Branch, she was not diagnosed with
a personality disorder; but, as the record indicates, was diagnosed with an
adjustment disorder. In view of this, and to preclude any further
injustice to the applicant, it is our opinion that this matter should be
resolved in her favor. Therefore, we recommend that the narrative reason
for her separation and the corresponding separation code be changed to
reflect “Adjustment Disorder.”
4. Notwithstanding the above, insufficient relevant evidence has been
provided showing the existence of an error or injustice regarding her RE
code. In our opinion, the RE code which was issued at the time of her
separation accurately reflects the circumstances of her separation and we
do not find this code to be in error or unjust. We are compelled to note
that an uncharacterized separation is not an unfavorable reflection upon
the applicant's military service nor should it be confused with other types
of separation. Rather, an entry-level separation with uncharacterized
service is used in those cases where the member has not yet completed six
months of service at the time separation proceedings were, for whatever
reason, initiated. Hence, an uncharacterized separation merely connotes
the brevity of an individual's membership in the service and may not, in
and of itself, be viewed as a defamation of character. Therefore, in the
absence of persuasive evidence indicating that the RE code is erroneous or
unjust, we find no compelling basis to grant this portion of her request.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that she was discharged on 8 December
2006 with a narrative reason for separation of "Adjustment Disorder" rather
than "Personality Disorder," and a separation code of "JFY" rather than
"JFX."

While attending Air Force BMT, he was notified on 8 August 2007 of his commander’s intention to recommend him for an Entry Level Separation due to a condition that interferes with military service; specifically mental disorders.
