APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
A simple mistake in paperwork was due to overwhelming amount of
paperwork given to him at the time of his separation. He would like to
have his records corrected so he does not lose his job to a non-
veteran.
In support of his request, the applicant submits copies of his DD Form
214, Certificate of Release or Discharge from Active Duty, personal
data sheet, Air Force Achievement citations and orders, special order
TE-0194, leave and pay statements, and certificates of recognitions.

STATEMENT OF FACTS:
Applicant’s available records reflect that he entered the Regular Air
Force on 12 November 1997 for a term of four years. He separated from
active duty with an honorable discharge on 11 November 2001
after serving four years of total active military service.
His DD 214 reflects he is entitled to the Air Force Training Ribbon,
Air Force Outstanding Unit Award, Air Force Good Conduct Medal, and
the Air Force Achievement Medal, First Oak Leaf Cluster.
On 26 September 2006, AFPC/DPPPR verified and administratively
corrected the applicant's military record to reflect the entitlement
to the Armed Forces Service Medal, National Defense Service Medal,
Global War on Terrorism Service Medal, and the Air Force Expeditionary
Service Ribbon with Gold Border while serving in support of Operation
SOUTHERN WATCH.

AIR FORCE EVALUATION:
AFPC/DPPPR recommended denial and stated they we unable to locate
source documentation that is needed to verify his entitlement to the
AFCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 6
October 2006, for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After reviewing the evidence of
record, we are unpersuaded that the applicant's records are in error
or that he has been the victim of an injustice. We took notice of the
complete submission in judging the merits of the case; however, we
agree with the opinion and recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. In this respect, the Board notes that based upon special
order number GA-230, dated 30 January 2002, the applicant was
recommended and approved by his commander for the award of the Air
Force Achievement Medal after his separation from the Air Force.
However, there was no evidence he was ever recommended for the Air
force Commendation Medal. In view of the foregoing and absent evidence
to the contrary, we find no compelling basis to recommend favorable
action on the applicant's request.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
