APPLICANT REQUESTS THAT:
His records be corrected to show his entitlement to additional Air
Medals (AM) for 56 combat missions.

APPLICANT CONTENDS THAT:
He was not recognized for 56 missions he flew on his second tour to
Southeast Asia.
In support of his request, the applicant submits copies of two officer
evaluation reports.

STATEMENT OF FACTS:
Applicant’s military personnel records reflect that he served in the
Regular Air Force from 16 February 1966 through 16 May 1971.
AF Form 77, Company Grade Officer Effectiveness Report for the period
18 April 1971 through 7 June 1971, indicates he was assigned to the
69th Bomb Squadron, Loring AFB Maine, with duty at 307th Strategic
Wing, U-Tapao Air Field, Thailand as a combat crew member and
completed 56 combat missions.
On 20 March 1970, he was awarded the AM basic through 1/OLC for the
period 5 September 1969 through 21 November 1969, in which he
completed 40 combat missions.
On 10 June 2004, the applicant’s records were corrected to delete the
AM, reflect the award of the Vietnam Service Medal with one Service
Stars, Republic of Vietnam Campaign Medal w/60 Devices, the Air Medal
w/1 OLC and to show that he served in Southeast Asia/Vietnam from 29
August 1969 to 10 December 1969, and from 18 April 1971 to 7 June
1971.

AIR FORCE EVALUATION:
The AFPC/DPPPR recommends denial. DPPPR states that after a thorough
review of the applicant’s military record they were able to confirm
his entitlement to the AM w/1 OLC, authorized 10 June 2004. However,
they are unable to find evidence of a recommendation for, or award of
additional AMs for his second tour in Southwest Asia.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
11 Feb 05, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are
not persuaded that the relief requested should be granted. We took
notice of the complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. The Board also notes, no evidence has been
provided indicating the applicant was recommended for, or was awarded,
additional AMs for his second tour in Southwest Asia. Therefore, we
find no compelling basis to warrant favorable consideration of the
relief sought in this application.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issue(s) involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of an material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
