APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Commendation Medal (AFCM) and the Bronze Star Medal (BSM).

APPLICANT CONTENDS THAT:
He was awarded the AFCM and his commander promised him the BSM.
In support of his request, the applicant submits a copy of his DD Form
214, Armed Forces of the United States, Report of Transfer or
Discharge, a copy of a letter from the 3rd Combat Support Group, Chief
of Personal Affairs, a copy of DD Form 2224 Certificate for award of
the AFCM, and a copy of a Citation for award of the AFCM.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 2 September 1966.
He was progressively promoted to the grade of sergeant. His records
show he served in Vietnam from 24 July 1969 to 9 July 1970. He served
4 years, and 2 days of active military service.
His DD Form 214, Certificate of Release or Discharge from Active Duty,
reflects award of the Republic of the Vietnam Service Medal, and the
Air Force Good Conduct Medal.

AIR FORCE EVALUATION:
The AFPC/DPPPR recommends denial. DPPPR states after an extensive
review of the official military record and provided documentation they
were unable to verify the applicant’s entitlement to the AFCM due to
absence of the special order that authenticates approval of the
decoration.
DPPPR states they were also unable to establish that the applicant was
recommended for award of the BSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
18 Mar 05, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an injustice warranting awarding of the AFCM. The
Board notes, the applicant provided a signed copy of the AFCM citation
bearing a seal and a signed certificate, but was unable to present a
copy of the special order, which authenticated the decoration. The
Board also notes, the evidence of record confirms the applicant did
participate in the Vietnam Conflict, from 24 July 1969 to 23 July
1970. Based on the applicant’s submission and the available evidence
of record, it is our opinion that the applicant’s entitlement to the
AFCM should be resolved in his favor. Accordingly, we recommend that
his records be corrected to the extent indicated below.
4. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting awarding of the BSM.
The Board notes, although the applicant states his commander promised
to award him the BSM, no evidence was presented to indicate he was
officially recommended for or awarded the BSM. Therefore, in the
absence of evidence to the contrary, we find no compelling basis
warranting awarding of the BSM.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 28 August 1970, he
was awarded the Air Force Commendation Medal for meritorious service
during the period 24 July 1969 through 23 July 1970.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXXXXXXXXXXXXXXXXX, be corrected to show that on 28 August
1970, he was awarded the Air Force Commendation Medal for meritorious
service during the period 24 July 1969 through 23 July 1970.
