STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
12 December 1983 for a period of four years.
He was discharged with an honorable discharge on 11 December 1987. He
had 4 years of active service.
His DD Form 214 reflects award of the Air Force Training Ribbon, Air
Force Longevity Service Award and Air Force Good Conduct Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states the required AF Form 522,
USAF Ground Weapons Training Data states his score; however, the form
does not indicate he qualified as an expert. In addition, the
applicant submitted what appears to be an official AFCM certificate
and citation awarding him the AFCM on 7 November 1987; however, there
was no special orders submitted to verify his entitlement. DPPPR
recommends approval for the award of the AFCM; however based on the
evidence provided recommends disapproval for the award of the SAEMR.
The complete AFPC/DPPPR evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
15 June 2007 for review and comment within 30 days. As of this date,
this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice to warrant awarding the
applicant both the AFCM and the SAEMR. While the applicant was unable
to provide a copy of his order approving the AFCM, the evidence
provided has led us to believe that he did in fact receive the AFCM
upon his separation from the Air Force. In regards to the SAEMR, we
were able to obtain a copy of the governing regulation in effect at
the time and upon review determined that the score required for award
of the SAEMR was 360, the applicant scored 361. Therefore, it appears
he qualified for award of the SAEMR. In view of the above, we
recommend his records be corrected in the following manner.

THE BOARD RECOMMENDS THAT:
Pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that:
a. He was awarded the Air Force Commendation Medal (AFCM), for
meritorious service during the period 22 June 1984 through 11 December
1987.
b. On 11 January 1984, he was awarded the Small Arms
Marksmanship Expert Ribbon.
